MANILA<\/strong>\u00a0— President Rodrigo Duterte on Monday said it is not the proper time yet to discuss charter change in his 4th State of the Nation Address (SONA).<\/p>\n

\u201cIt\u2019s better left in conferences that are not allowed to be open to the public,\u201d Duterte said in a press conference after his SONA.<\/p>\n

Duterte said several complaints convinced him that talks on charter change can be discussed in another occasion.<\/p>\n

\u201cKasi \u2018pag isang<\/em>\u00a0provision to one another,\u00a0magulo eh. Sa isang<\/em>provision\u00a0lang<\/em>\u00a0if it\u2019s (Because if it\u2019s one provision to another, it\u2019s messy. In one provision) — there are a lot of complaints. A lot of pros and cons.\u00a0Mahilo ka<\/em>\u00a0(You\u2019ll get dizzy),\u201d Duterte said.<\/p>\n

He said it is better for Congress to discuss charter change among themselves.<\/p>\n

\u201cPresent it to the public\u00a0ano na,<\/em>\u00a0\u2018yung package na –<\/em>— (when the package is) completed,\u201d Duterte said.<\/p>\n

The President, however, said he will still push for a shift to a federal system of government.<\/p>\n

\u201cYes, but I said there are things which I cannot mention now. Federalism is good but there are certain things that you have to be very clear,\u201d Duterte said.<\/p>\n

Should the Constitution be amended, it must be clear on the authority given to the local and governments.<\/p>\n

\u201cIt must be something like, the president — not I. I suppose that it would come after me. But it has to have a strong president to put together the country,\u201d Duterte said.<\/p>\n

He said a federal system of government is \u201ca very loose structure\u201d where local officials have \u201ca lot of power.\u201d<\/p>\n

\u201cKasi ang<\/em>\u00a0(Because) federal, it\u2019s a very loose structure na eh. One has a lot of power locally,\u201d Duterte said.<\/p>\n

\u201cSo the president will have to have to [devise?] it until such time that we have perfected it, there has to be a strong president with the same powers now,\u201d he added.<\/p>\n

He admitted that federalism may be passed after his term ends in 2022.<\/p>\n

\u201cPero ako<\/em>\u00a0(But me), I\u2019m out of it because I think that it will pass beyond my time,\u201d Duterte said.<\/p>\n

On June 26, Duterte said he will no longer insist on pushing for federalism but would still prefer to make \u201cchanges\u201d in the country\u2019s charter.<\/p>\n

\u201cIf you do not want federalism, fine. But change the Constitution, that would really change this nation,\u201d Duterte said in his speech.<\/p>\n

He reiterated the need for a change in the Constitution even if it is a shift into a federal system of government or not.<\/p>\n","protected":false},"excerpt":{"rendered":"
