MANILA<\/strong>\u00a0— Amid concerns raised by some Moro leaders on President Rodrigo Duterte\u2019s proposal to assign Agriculture Secretary Emmanuel Pi\u00f1ol as head of the Mindanao Development Authority (MinDa), Malaca\u00f1ang assured that the chief executive will consider all factors before making his decision.<\/p>\n

Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) interim Chief Minister Al-Hajj Murad Ebrahim earlier bared that Pi\u00f1ol is not popular among the Bangsamoro people due to his role in junking the memorandum of agreement on ancestral domain (MOA-AD) in 2008 which was meant to expand the autonomous Muslim region in Mindanao.<\/p>\n

Murad, however, said he will still respect the President\u2019s choice to appoint whoever he would want to serve as \u201cpoint man\u201d to help fully develop Mindanao.<\/p>\n

Presidential Spokesperson Salvador Panelo noted that the \u201cPresident will always take any factor being introduced by concerned players in that region.\u201d<\/p>\n

\u201cSinabi ni Presidente na depende pa kay<\/em>\u00a0Mr. Murad,\u00a0eh \u2018di ibig sabihin kino-consider niya na kung may opposition o wala<\/em>\u00a0(The President said it will depend on Mr. Murad, so that means he is considering if there are oppositions or none),\u201d Panelo said in a Palace media briefing.<\/p>\n

He, however, noted that until Duterte and Murad have spoken to each other, anything is possible.<\/p>\n

\u201cPuwede rin naman na kausapin niya si<\/em>\u00a0Mr. Murad,\u00a0puwede namang um-okay na siya na hindi na lang si<\/em>\u00a0Secretary Pi\u00f1ol.\u00a0Tingnan natin<\/em>(There is a chance the President will speak to Mr. Murad, there is a chance he may decide not to appoint Pi\u00f1ol. We\u2019ll see),\u201d Panelo said.<\/p>\n

Not blaming BTA<\/strong><\/p>\n

Panelo, meanwhile, clarified that Duterte is not blaming the Bangsamoro Transition Authority (BTA) for the \u201cslow\u201d progress of the BARMM. The BTA will govern the new BARMM until elections in 2022.<\/p>\n

This after BTA member Zafrullah Dipatuan said it was \u201cunfair\u201d for the President to say that the BARMM is too slow, especially since the BTA is still negotiating with the Department of Budget and Management (DBM) for a PHP1.5 billion transition fund to operate.<\/p>\n

\u201cHindi naman sila bini-<\/em>blame\u00a0ni Presidente, nababagalan siya sa galaw<\/em>\u00a0because\u00a0nga<\/em>\u00a0of those constraints (The President is not blaming them, he finds it slow because of those constraints),\u201d Panelo said.<\/p>\n

\u201cSinasabi niya lang \u2018yun gusto niya mas mabilis<\/em>\u00a0(He was just saying that he would have wanted it done faster),\u201d he added.<\/p>\n

Panelo, meanwhile, defended the government for the slow disbursing of funds to allow the BTA to properly do their jobs.<\/p>\n

\u201cBaka naman<\/em>\u00a0because the process requires that\u00a0kaya matagal<\/em>\u00a0(maybe it\u2019s because the process requires that, that\u2019s why it\u2019s taking so long),\u201d Panelo said.<\/p>\n

\u201cJust the same,\u00a0nababagalan si Presidente, kung pupuwedeng bilisan ng<\/em>\u00a0appropriate office (the President finds it slow, if the appropriate office could only speed it up),\u201d he added.<\/p>\n

Panelo, said he will call on the DBM to heed the BTA\u2019s call for funding.<\/p>\n
