MANILA<\/strong>\u00a0— The Duterte government will \u201cinsist\u2019 on a third-party investigation if both the Philippines and China are unable to reconcile their findings on the sinking of a Filipino fishing boat after it was rammed by a Chinese vessel in the Recto Bank on June 9, Malaca\u00f1ang said on Monday.<\/p>\n

Presidential Spokesperson Salvador Panelo made this remark after baring that Chinese government has rejected the proposal of the Philippines to include a third party noting that it was \u201cnot necessary\u201d if the two countries could agree to resolve the issue by themselves.<\/p>\n

\u201cSiguro ipipilit na natin. Di tayo nagkakasundo, mag-<\/em>third partytayo<\/em>\u00a0(Perhaps we will insist. If we cannot agree, we should include a third party),\u201d Panelo said in a Palace press briefing.<\/p>\n

\u201cKung hindi tayo magkakatugma, paano mare-<\/em>resolve (If our findings are not compatible, how will we able to resolve it?) Some independent body, it doesn\u2019t have to be a country,\u201d he added.<\/p>\n

Panelo said he learned about China\u2019s stand to reject a third party in its joint investigation on Sunday (June 30) after Philippine Ambassador to China Jose Santiago Sta. Romana had a talk with the Chinese Foreign Ministry.<\/p>\n

\u201cSumagot na raw ang<\/em>\u00a0China.\u00a0Ang sabi naman nila, \u2018wag na yung<\/em>\u00a0third party,\u00a0kailangan tayo lang mag-usap doon<\/em>\u00a0(China has already responded. They say, \u2018there\u2019s no need for a third party. Let\u2019s just discuss it among ourselves),\u2019\u201d Panelo said.<\/p>\n

\u201cAng feeling nila, kung meron tayong mga<\/em>\u00a0(China feels that if we already have) separate investigation then let\u2019s meet \u2026 we exchange our findings and then we decide\u00a0kung anong gagawin na natin dito<\/em>\u00a0(how we are going to reconcile this),\u201d he added.<\/p>\n

Panelo said the issue is as simple as finding out whether the alleged ramming and abandonment of Filipino fishing boat with 22 fishermen on board by a Chinese vessel was done intentionally or accidentally.<\/p>\n

\u201cKung yun lang ang<\/em>\u00a0issue\u00a0ang dali lang malaman<\/em>\u00a0(If that\u2019s the only issue, it\u2019s easy to find out) if it was an accident or not,\u201d Panelo said.<\/p>\n

Panelo expressed confidence that the two countries will be able to reconcile their different findings.<\/p>\n

He said Duterte is fine by any method — with or without a third party.<\/p>\n

\u201cDiba sinabi ni Presidente, okay sa\u2019kin lahat \u2018yan basta gusto ko matapos na \u2018yan at malaman na natin kung sino<\/em>\u00a0accountable.\u00a0Okay lang sa kanya walang<\/em>\u00a0third party (Remember, the President said he\u2019s fine with anything, what he wants is that investigation is concluded and we find out who is accountable),\u201d Panelo said.<\/p>\n

Panelo said if proven that Chinese crews are indeed guilty of ramming and abandoning the Filipino fishing boat, Chinese government will hold them liable.<\/p>\n

\u201cI trust the assurance of the Ambassador of China (Zhao Jianhua), they will not allow that.\u00a0Kung merong<\/em>\u00a0(If there is) irresponsible behavior, they will impose sanctions,\u201d Panelo said.<\/p>\n

The Philippine government has already filed a diplomatic protest against China in relation to the alleged abandonment of Filipino fishermen at sea.<\/p>\n

The Chinese embassy in Manila, for its part, explained that while the Chinese captain tried to rescue the Filipino fishermen at sea, they were \u201cafraid of being besieged by other Filipino fishing boats\u201d and only fled after they had been rescued by a Vietnamese fishing boat.<\/p>\n","protected":false},"excerpt":{"rendered":"
