(File <a href=\"https:\/\/www.facebook.com\/PresSpokespersonPH\/photos\/rpp.396756967326028\/744161135918941\/?type=3&amp;amp;theater\">Photo<\/a>: <a href=\"https:\/\/www.facebook.com\/PresSpokespersonPH\/\">Office of the Presidential Spokesperson\/Facebook<\/a>)<\/figcaption><\/figure>\n<p><strong>MANILA<\/strong>\u00a0&#8212; The recall of the Philippine envoys posted in Canada serves as a warning that refusal of the North American country to take its garbage back could risk disrupting relations between the two countries, Malaca\u00f1ang said on Thursday.<\/p>\n<p>Presidential Spokesperson Salvador Panelo made this remark after Department of Foreign Affairs (DFA) Secretary Teodoro Locsin Jr. announced that Philippine ambassadors and consuls to Canada have been recalled due to Ottawa\u2019s failure to ship out its garbage from Manila within the May 15 deadline set by President Rodrigo Duterte.<\/p>\n<p>Panelo explained the DFA was supposed to meet with Canadian authorities to discuss the waste issue on Wednesday. However, they did not show up.<\/p>\n<p>\u201cFrom the tweet of Sec. Locsin, they were supposed to meet yesterday. The Canadian authorities\u00a0<em>tsaka DFA pero di sila sumipot<\/em>\u00a0(but they didn\u2019t show up). That triggered it. In other words,\u00a0<em>kung hindi kayo<\/em>\u00a0sincere,\u00a0<em>bakit pa tayo magkakaroon ng relasyon<\/em>\u00a0(If you\u2019re not sincere, why do we need to have relations)?\u201d Panelo said.<\/p>\n<p>\u201cThe fact alone that Secretary Locsin has recalled our diplomats there shows that not only are we serious, we\u2019re already warning them (that) we\u2019re going to sever diplomatic relations,\u201d he added.<\/p>\n<p>Panelo said the recall order is also the Philippine government\u2019s way of persuading Canada to speed up the process of retrieving its garbage.<\/p>\n<p>\u201cThat order of the recall is to persuade them to make it fast. The more they delay, the more personnel will be coming back,\u201d Panelo said.<\/p>\n<p>\u201cThe refusal to bring the garbage back to their shores is disruptive of our diplomatic relations,\u201d he added.<\/p>\n<p>Earlier, Panelo said the government could accept a &#8220;slight delay&#8221; in the shipment of the garbage back to Canada.<\/p>\n<p>He, however, said Duterte is free to change his mind if his patience is pushed to the limit.<\/p>\n<p>\u201c<em>Ang isang tao may hanggangan. Kung ang reason mo ay<\/em>\u00a0valid\u00a0<em>sa kanya, okay lang pero kung di naman<\/em>\u00a0valid,\u00a0<em>babaguhin yung desisyon niya di na siya magiging maunawain<\/em>\u00a0or understanding\u00a0<em>dahil binobola mo na siya<\/em>\u00a0(People have their limits. If your reason for delay is valid to him, it\u2019s fine but if it\u2019s not, he can change his decision and will no longer be understanding because you\u2019re just pulling his leg),\u201d Panelo said.<\/p>\n<p>No negative impact<\/p>\n<p>Panelo, meanwhile, said he does not see the trash issue between the Philippines and Canada to have any negative repercussions to the Filipino workers there.<\/p>\n<p>\u201cI don\u2019t think\u00a0<em>magkakaroon ng problema dahil yung mga nandun naman, legal at kailangan din nila mga<\/em>\u00a0overseas workers\u00a0<em>natin<\/em>\u00a0(we\u2019re going to have a problem because our workers there are legal and they also need our overseas workers),\u201d Panelo said.<\/p>\n<p>\u201c<em>Ang gobyerno kung kailangan nila ang<\/em>\u00a0overseas workers\u00a0<em>natin dun, siyempre di nila gagalawin yun.
