Photo courtesy of the World Economic Forum 2014 \/ Fotopedia<\/figcaption><\/figure>\n<p>MANILA \u2013 Budget Secretary Florencio \u201cButch\u201d Abad said the executive branch is urging the Congress to redefine savings to negate the Supreme Court\u2019s ruling on the Disbursement Acceleration Program (DAP).<\/p>\n<p>\u201cThe Constitution mandates that the Congress define what savings is, not the Supreme Court,\u201d he told the House Committee on Appropriations during the Development Budget Coordinating Committee (DBCC) presentation on the proposed 2015 budget.<\/p>\n<p>Abad did not disagree with Bayan Muna Rep. Neri Colmenares when he claimed that Executive branch\u2019s call for the redefinition of savings will \u201ccure\u201d SC\u2019s DAP ruling.<\/p>\n<p>\u201cYou even have a memo to terminate the DAP that we don\u2019t need to continue it. Why do we redefine to fit in to DAP?\u201d Colmenares asked Abad.<\/p>\n<p>\u201cWe don\u2019t think the SC appreciates well the task of budget execution,\u201d Abad replied.<\/p>\n<p>\u201cWe asked Congress to review that position. We don\u2019t blame perfection. If rules are not as precise, we are coming here for more precise definition,\u201d he said.<\/p>\n<p>Colmenares, however argued that redefining savings will violate the Constitution.<\/p>\n<p>\u201cWe think this provision violates the constitutional provision of the Congress\u2019 power of the purse.
