MANILA<\/strong>\u00a0— The Chinese government may explain the presence of Chinese vessels suspected to be maritime militia during the 2nd Belt and Road Forum for international cooperation to be held on April 25 this year in Beijing, Malaca\u00f1ang said on Thursday.<\/p>\n

Presidential Spokesperson Salvador Panelo said he had no knowledge whether President Rodrigo R. Duterte would raise the issue during his attendance there, but Chinese officials might tackle it themselves.<\/p>\n

\u201cMy educated guess is since we have already raised that, they may respond to that during the bilateral talk,\u201d Panelo said in a Palace briefing.<\/p>\n

\u201cThey will have to respond to our protest — a salvo of protest,\u201d he added.<\/p>\n

Chinese President Xi Jinping invited Duterte to attend the Road and Belt Forum during his official state visit to the Philippines in November 2018.<\/p>\n

Since the Philippines has already filed a “salvo of diplomatic notes” against China, Panelo said it is up to the former to respond to them during the scheduled bilateral talks.<\/p>\n

Panelo maintained that Duterte\u2019s decision to shelve arbitration win of the Philippines over the West Philippine Sea (South China Sea) to prioritize friendly bilateral ties with China is effective.<\/p>\n

\u201cI think so, because\u00a0unang-una, in-open natin yung sarili natin sa pakikipag-kaibigan sa kanila. Masama ang relasyon sa kanila noon di ba<\/em>(because we opened ourselves to friendship with them. We used to have a bad relationship with them, right)?\u201d Panelo said.<\/p>\n

Panelo noted that despite the sea row, China gave the Philippines PHP370 million worth of arms and ammunition during the Marawi siege in 2017 and funded a 150-bed rehabilitation center in Agusan del Sur.<\/p>\n

\u201cKumbaga may mga tulong na binibigay sa\u2019tin<\/em>\u00a0(They have been helping us in times of need). We\u2019re returning the courtesy,\u201d Panelo said.<\/p>\n

\u2018Calibrated response\u2019<\/strong><\/p>\n

Panelo, meanwhile, defended anew the Philippine government\u2019s \u201ccalibrated response\u201d to the presence of Chinese vessels in the disputed waters noting that it was part of their efforts to \u201creciprocate\u201d China\u2019s assistance.<\/p>\n

\u201cPalaging<\/em>\u00a0(It should always be a) studied response tayo or calibrated response, which means\u00a0vina-<\/em>validate\u00a0muna natin<\/em>\u00a0(we have to validate it first),\u201d Panelo said.<\/p>\n

\u201cHindi naman tayo<\/em>\u00a0reckless\u00a0na may nagsumbong lang na \u2018o, may mga<\/em>\u00a0vessel\u00a0dun\u2019<\/em>\u00a0(We\u2019re not reckless that when someone reports to us that there are vessels there) we will be making reckless statements,\u201d he added.<\/p>\n

He said part of the country\u2019s effort to reciprocate China\u2019s assistance is to be \u201cdiplomatically kind\u201d but at the same time, asserting Philippine sovereignty.<\/p>\n

\u201cBy being diplomatically kind to them with respect to whatever action they\u2019re doing at the same time, asserting our sovereignty and our determination not for any foreign country to intrude into our sovereignty,\u201d Panelo said.<\/p>\n

\u201cWe are kind in the sense that we are courteous to them but with respect to sovereignty issue,\u00a0ibang usapan na \u2018yun<\/em>\u00a0(that\u2019s a different story). We have to assert our sovereignty,\u201d he explained, in a chance interview with reporters.<\/p>\n

Panelo, however, said given their friendship, China should also refrain from intruding on Philippine territorial property.<\/p>\n

\u201cWe\u2019re supposed to be friends and as the President says, friends don\u2019t do that. If we are friends, then we should be friendly in terms of our actions,\u201d Panelo said.<\/p>\n
