(File <a href=\"https:\/\/www.ptvnews.ph\/us-china-consequences-militarization-south-china-sea\/\">Photo<\/a>: <a href=\"https:\/\/www.ptvnews.ph\/\">PTV\/Website<\/a>)<\/figcaption><\/figure>\n<p><strong>MANILA<\/strong>\u00a0&#8212; Malaca\u00f1ang on Tuesday said an independent body should conduct a study to confirm whether there is indeed \u201cdestruction of the environment\u201d due to China\u2019s buildup in the West Philippine Sea or South China Sea.<\/p>\n<p>Presidential Spokesperson Salvador Panelo made this remark despite the 2016 ruling of the Hague-based Permanent Court Arbitration (PCA) ruling which detailed environmental damage caused by Chinese land-reclamation activities.<\/p>\n<p>\u201cI think\u00a0<em>mas maganda kung<\/em>\u00a0(it\u2019s better if an) independent body ang tumingin doon (conducts a study there),\u201d Panelo said in a Palace briefing.<\/p>\n<p>\u201cYou have to have a scientific finding for that,\u201d he added.<\/p>\n<p>His statement came a day after Chinese Ambassador Zhao Jianhua described the case filed by two former Philippine government officials against Chinese President Xi Jinping before the International Criminal Court (ICC) as a \u201cfabrication\u201d.<\/p>\n<p>Foreign Affairs Secretary Albert Del Rosario and former Ombudsman Conchita Carpio-Morales filed a complaint before the ICC on March 13 this year insisting Chinese officials be held accountable for crimes against humanity and damage to environment over China&#8217;s activities in the disputed waters.<\/p>\n<p>President Rodrigo R.
