Duterte said on Monday night.<\/p>\n<p>Duterte made this remark warning that all Filipinos will suffer from declining gross domestic product (GDP) rate if delays in the approval of the proposed PHP3.757-trillion national budget will be prolonged.<\/p>\n<p>He pointed out that even law enforcement authorities will suffer under a reenacted budget.<\/p>\n<p>\u201c<em>Magkaron tayo ng<\/em>\u00a0slide\u00a0<em>sa<\/em>\u00a0GDP\u00a0<em>niyan<\/em>\u00a0(We\u2019re going to have a slide in GDP) if we are going to reenact the budget everyone will suffer including the law enforcement,\u201d Duterte said during the awarding ceremony for the Outstanding Women in Law Enforcement and National Security of the Philippines at the Heroes Hall in Malaca\u00f1an Palace.<\/p>\n<p>\u201cIt will decrease our GDP.\u00a0<em>Alam ninyo \u2018yan e wala tayong pera panggastos<\/em>\u00a0to move one (You know, we won\u2019t have money to move on). It\u2019s everyday income that we expect so<em>\u00a0\u2018yun ang pinagdedebatihan<\/em>\u00a0(it\u2019s being debated on), he added.<\/p>\n<p>Congress has yet to transmit the General Appropriations Bill (GAB) for 2019 to the President due to a budget impasse between the two houses of Congress.<\/p>\n<p>Senate President Vicente Sotto III said he will not sign an enrolled copy of the budget bill for the President\u2019s signature if the lower chamber insists on its amendments.<\/p>\n<p>Duterte acknowledged ongoing debates between the two houses and insisted that he would not sign \u201can illegal document.\u201d<\/p>\n<p>It was not clear whether Duterte was referring to the GAB for 2019.<\/p>\n<p>\u201c<em>Nakadebate pa sila ngayon sa<\/em>\u00a0budget.\u00a0<em>Sabi ko<\/em>\u00a0(They\u2019re still debating on the budget), I said my piece I will not sign anything that would be an illegal document,\u201d Duterte said.<\/p>\n<p>Presidential Spokesperson Salvador Panelo said that although he is confident that Congress would eventually agree on the budget bill, he hopes the government would no longer have to operate on a reenacted budget until August.<\/p>\n<p>\u201cI\u2019m sure they will be agreeing eventually\u00a0<em>kung ano iyong dapat nilang gawin<\/em>\u00a0(what they need to do).
