(<a href=\"https:\/\/www.instagram.com\/p\/BtrgiEVHQu6\/\">File Photo<\/a>: wilsonwitzel<a href=\"https:\/\/www.instagram.com\/wilsonwitzel\/\">\/Instagram<\/a>)<\/figcaption><\/figure>\n<p class=\"p1\">RIO DE JANEIRO \u2014 The Brazilian branch of Human Rights Watch said Monday that police might have used sharpshooters to kill at least two men in a Rio de Janeiro neighbourhood, and called for an independent and thorough investigation.<\/p>\n<p class=\"p1\">The group also said another man was shot in similar circumstance earlier but survived. The 22-year-old bricklayer claims the shot that nearly killed him came from a nearby police tower, and several witnesses corroborated that, Human Rights Watch said.<\/p>\n<p class=\"p1\">The report comes as the new governor of Rio de Janeiro state is promising to crack down on crime, one of the state&#8217;s biggest problems. <a href=\"https:\/\/www.instagram.com\/wilsonwitzel\/\">Gov. Wilson Witzel<\/a> floated several ideas during his election campaign and since taking office Jan. 1, including using sharpshooters during police operations with authority to kill armed drug traffickers.<\/p>\n<p class=\"p1\">Witzel, whose discussion of public security matters is often in line with the hard line taken by <a href=\"https:\/\/www.instagram.com\/jairmessiasbolsonaro\/\">President Jair Bolsonaro<\/a>, called drug traffickers &#8220;narco-terrorists&#8221; in his swearing-in speech, saying they would &#8220;be treated like terrorists.&#8221;<\/p>\n<p class=\"p1\">&#8220;Armed criminals have taken over and dominated portions of our territory, causing disgrace and disorder.
