Duterte on Saturday night said \u201canarchy\u201d prevails in the Bureau of Customs (BOC) as he defended his decision to designate uniformed personnel in his Cabinet anew.<\/p>\n<p>Duterte earlier appointed former Armed Forces of the Philippines (AFP) chief of staff Rey Leonardo \u201cJagger\u201d Guerrero to lead the bureau.<\/p>\n<p>Duterte said he deployed military personnel at the BOC to \u201ckeep peace.\u201d<\/p>\n<p>\u201cThey are there to keep peace because Customs is an anarchy.\u00a0<em>Maski sino ilagay mo, talagang may<\/em>\u00a0corruption (Whoever you designate, there will still be corruption),\u201d Duterte said in a speech in Puerto Princesa, Palawan.<\/p>\n<p>Duterte also defended anew his decision to appoint former military chief Roy Cimatu as Secretary of the Department of Environment and Natural Resources (DENR), noting that rehabilitating Boracay would have taken about two years if a non-military personnel was in charge.<\/p>\n<p>\u201c<em>Abot yan ng<\/em>, estimate<em>\u00a0ko<\/em>, two years,\u00a0<em>tapos mawala yung pera. That\u2019s how bad corruption is),\u201d Duterte said.<\/p>\n<p>Duterte, meanwhile, described Boracay as a \u201cclassic case\u201d of overloading that caused sewerage problems.<\/p>\n<p>He also urged visitors in the island to \u201cfollow rules\u201d and avoid \u201clooking for trouble.\u201d<\/p>\n<p>Late in October, Malaca\u00f1ang said the &#8220;state of lawlessness&#8221; in the BOC led the President to deploy military personnel.<\/p>\n<p>Presidential Spokesperson Salvador Panelo said fielding of AFP personnel to temporarily oversee BOC aims to create the military presence that will hopefully &#8220;intimidate those corrupt people there\u201d.<\/p>\n<p>Guerrero, for his part, assured that there would be no militarization of the bureau explaining that he wanted to correct the impression that BOC would be taken over by military.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>MANILA\u00a0&#8212; President Rodrigo R.
