The Government of Canada has invited 3,900 Express Entry candidates to apply for Canadian permanent residence in a new draw held October 3. The minimum Comprehensive Ranking System score for this draw was 445.\u00a0<\/span><\/p>\n

Today\u2019s invitation round was the third draw from the Express Entry pool in three weeks and marks a return to 3,900\u00a0Invitations to Apply<\/a>, or\u00a0ITAs, for all-program invitation rounds \u2014 the largest number drawn in 2018.<\/p>\n

The\u00a0Express Entry system<\/a>\u00a0manages the profiles of candidates in Canada\u2019s three main federal economic immigration categories \u2014 the\u00a0Federal Skilled Worker Class<\/a>, the\u00a0Federal Skilled Trades Class<\/a>\u00a0and the\u00a0Canadian Experience Class<\/a>.<\/p>\n

Candidates are ranked according to their\u00a0Comprehensive Ranking System<\/a>\u00a0\u00a0(CRS) score, which awards points based on factors including work experience, education, age and proficiency in English or French, Canada\u2019s two official languages.<\/p>\n

The highest-ranked candidates are issued an\u00a0Invitation to Apply\u00a0<\/a>, or ITA, through regular invitation rounds.<\/p>\n

This year has seen IRCC introduce\u00a0large, standardized draw sizes that have increased gradually over the course of the year up to the current high of 3,900 ITAs.<\/p>\n

IRCC established a base of 2,750 ITAs over the first two draws of 2018 and then ramped up steadily by increments of 250 or 500 roughly every eight weeks, reaching 3,900 ITAs on September 5. The only all-program invitation round to deviate from this pattern was the Express Entry draw on September 19, when the draw size was reduced to 3,500.<\/p>\n

IRCC has now issued a total of 66,400 ITAs over 21 draws in 2018.<\/p>\n

Under its\u00a0Multi-Year Immigration Levels Plan<\/a>, the Government of Canada has a target of 74,900 new admissions for 2018 and 81,400 for 2019 through the\u00a0Federal Skilled Worker Class, the\u00a0Federal Skilled Trades Class\u00a0and the\u00a0Canadian Experience Class.<\/p>\n

Today\u2019s CRS minimum of 445 is an increase of four points over the September 19 draw, which had a minimum CRS score of 441.<\/p>\n

The\u00a0tie-break<\/a>\u00a0date and time used in this draw was October 2, 2018, at 04:02:11 UTC, meaning all candidates with a CRS score above 445, as well as those candidates with scores of 445 who submitted their profile\u00a0before this specified date and time, received an\u00a0ITA\u00a0in this invitation round.<\/p>\n

Express Entry candidates can\u00a0improve their ranking<\/a>\u00a0in a number of ways, including a provincial nomination that results in 600 additional CRS points.<\/p>\n

Express Entry-linked\u00a0Provincial Nominee Programs (PNPs)<\/a>\u00a0have been very active in 2018, and new streams were introduced in\u00a0Nova Scotia<\/a>\u00a0and\u00a0Alberta<\/a>\u00a0over the summer.<\/p>\n

Every Canadian province and territory with a PNP now has at least one Express Entry-linked nomination stream.<\/p>\n

The following are hypothetical examples of candidates who would have obtained an ITA in today\u2019s draw:<\/p>\n

Anik<\/strong>\u00a0is 34 years old, holds two Bachelor\u2019s degrees and has been working as a financial analyst for five years. He has an advanced English language proficiency. While Anik has never worked or studied in Canada, his CRS score of 447 would have been high enough to obtain an ITA for permanent residence in the October 3 Express Entry draw.<\/p>\n

Nour<\/strong>\u00a0is 30 years old, holds a Bachelor\u2019s degree and has been working as a business consultant for three years. She wrote the IELTS and scored an 8 in each category. While Nour has never worked or studied in Canada, she has a sister who is a Canadian permanent resident residing in Toronto. Nour\u2019s CRS of 448 would have been sufficient to obtain an ITA in today\u2019s draw.<\/p>\n

Tor<\/strong>\u00a0is 35 years old, has a Master\u2019s degree and has been working as a professor for five years. Tor wrote the IELTS and obtained an 8 in each category. While Tor has never worked or studied in Canada, his CRS of 445 would have been sufficient to obtain an ITA in the latest draw.<\/p>\n

Malika<\/strong>\u00a0is 30 years old, holds a Bachelor\u2019s degree and has been working as a university admissions officer outside of Canada for 4 years. She took the TEF and obtained a score equivalent to CLB nine (9) in each category. Malika also wrote the IELTS, and obtained a score equivalent to CLB six (6) in all categories. Her CRS of 458 would have been sufficient to obtain an ITA in today\u2019s draw.<\/p>\n

\u201cThe return to 3,900 ITAs in this invitation round is a welcome development,\u201d said David Cohen, senior partner with the Campbell Cohen Canadian immigration law firm in Montreal. \u201cIf the Government of Canada maintains this number of ITAs in subsequent draws, 2018 could surpass the number of ITAs issued last year.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"
