MANILA<\/strong>\u00a0\u2013 President Rodrigo Duterte on Tuesday said he would personally decide on the new major telecommunication player\u2019s entry if the National Telecommunications Commission (NTC) and other concerned agencies remain undecided by November.<\/p>\n

Duterte made this reaction to reports that some applicants have backed out due to many conditions being imposed by the NTC.<\/p>\n

\u201cIf early November wala pa (no decision yet), I will take over,\u201d Duterte said in a t\u00eate-\u00e0-t\u00eate with Chief Presidential Legal Counsel Salvador Panelo at Malaca\u00f1ang Palace.<\/p>\n

Last April, Duterte signed Administrative Order No. 11, creating an inter-agency committee to oversee the entry of a third telecom player.<\/p>\n

Duterte ordered the creation of the inter-agency oversight committee after the NTC failed to meet the March 2018 deadline for the entry of new player that would break the duopoly of two major players \u2013 PLDTand Globe Telecom.<\/p>\n

The oversight panel, which is tasked to assist the NTC in the selection of third major telecom player, is composed of the Department of Information and Communication Technology, Department of Finance, Office of Executive Secretary and Office of the National Security Adviser.<\/p>\n

\u201cYou know, I\u2019m waiting for that critical decision. Until now,\u00a0wala<\/em>\u00a0(nothing),\u201d the President said.<\/p>\n

Duterte said he would prefer to select the company with the best record in business and can deliver expensive but good quality service.<\/p>\n

\u201cBecause I\u2019m worry about this lowest bid, hao shiao. I select\u00a0yun pinakamaganda<\/em>\u00a0(the best) record na\u00a0walang<\/em>(without) breakdown,\u201d he said.<\/p>\n

Duterte said he will invite all businessmen and \u201cI will decide in front of them\u201d the new telecom player.<\/p>\n

\u201cGive me your position papers and I will read it. Give me 30 minutes and then I will come back and tell them. I will decide and give the line (franchise),\u201d Duterte said.<\/p>\n

Duterte, however, assured that he will decide through the help of the Commission on Audit (COA).<\/p>\n

\u201cFor COA, you decide for me. I will wait for your decision. Lowest bid always ends up in disaster,\u201d he said.<\/p>\n

The President said the Filipino nation can expect the third major telecom player \u201cby Christmas\u201d.<\/p>\n

\u201cI will resolve it by the early of October or by early November,\u201d he added.<\/p>\n

Duterte earlier said a third telecom company \u201cis a matter of paramount national interest\u201d and necessary to improve the country\u2019s internet speed.\u00a0<\/strong><\/em><\/p>\n","protected":false},"excerpt":{"rendered":"
