(File <a href=\"https:\/\/www.facebook.com\/photo.php?fbid=10160924684980019&amp;amp;set=pb.693135018.-2207520000.1531879258.&amp;amp;type=3&amp;amp;theater\">Photo<\/a>: <a href=\"https:\/\/www.facebook.com\/jonathan.malaya\">Jonathan Malaya\/Facebook<\/a>)<\/figcaption><\/figure>\n<p><strong>MANILA<\/strong>\u00a0&#8212; The Department of the Interior and Local Government (DILG) on Friday said it will insist on returning parts of Article 10 on Local Government in the proposed federal Constitution drafted by the Consultative Committee (ConCom).<\/p>\n<p>DILG Assistant Secretary Jonathan Malaya said in the proposed federated Charter, Article 10 on Local Government was \u201cremoved\u201d from the Constitution since it was replaced by Article 11 on Federated Regions.<\/p>\n<p>\u201cThe reason why the ConCom removed the LGUs from the Constitution is in common federal practice\u00a0<em>hanggang<\/em>\u00a0region\u00a0<em>lang talaga ang nakasaad sa<\/em>\u00a0federal constitutions (federal constitutions only state provisions until regions only) across the world,\u201d Malaya told a press briefing in Malaca\u00f1ang.<\/p>\n<p>\u201cIt\u2019s common practice but that doesn\u2019t mean that we follow common practice.<em>\u00a0Ito yung<\/em>\u00a0(This is the) entire concept of Bayanihan Federalism and the position of DILG here is<em>\u00a0wala namang masama kung ilalagay natin yung<\/em>\u00a0LGUs\u00a0<em>ulit sa<\/em>\u00a0Constitution (there\u2019s nothing wrong with including LGUs in the Constitution),\u201d he added.<\/p>\n<p>Malaya assured local government officials that President Rodrigo R. Duterte is giving all stakeholders the opportunity to improve the draft, noting that the DILG will insist on returning LGU classifications in the new, improved Constitution to dispel concerns that it was abolished.<\/p>\n<p>\u201cJust to assure our public, when the ConCom was drafting this, they did not intend to abolish any of the levels of government,\u201d Malaya said.<\/p>\n<p>\u201c<em>Yun nga lang<\/em>\u00a0(However), because of traditional federal practice,\u00a0<em>\u2018di talaga name<\/em>-mention yun sa (It\u2019s not being mentioned in) federal constitutions in the world but there\u2019s nothing to stop us from putting it back,\u201d he added.<\/p>\n<p>Malaya said including the classifications of LGUs will not create any change in the proposed Constitution.<\/p>\n<p>However, \u201cincreasing, decreasing, and merging\u201d of local governments will meanwhile become a regional instead of national concern.<\/p>\n<p>\u201cMerging becomes a regional concern rather than a national concern.
