Photo by Mike Gonzales courtesy of Wiki Commons.<\/figcaption><\/figure>\n<p>MANILA \u2013 If proven that the Disbursement Acceleration Program (DAP), a fund scheme that was recently declared unconstitutional, was used in \u201cbad faith,\u201d Malaca\u00f1ang and Department of Budget and Management (DBM) officials can be held liable, according to the Supreme Court (SC).<\/p>\n<p>&#8220;Those who acted in bad faith or with gross negligence cannot invoke the doctrine.
