(Photo by Albert Alcain\/PPD\/PNA)<\/figcaption><\/figure>\n<p><strong>MANILA<\/strong>\u00a0&#8212; The country\u2019s top trade official believes that any system of government can work for the Philippines as long as it is functional and efficient.<\/p>\n<p>On the sidelines of the 6th Regional Competitiveness Summit Thursday, Trade and Industry Secretary Ramon Lopez said he is leaving the discussion on the financial feasibility of the proposed shift to a federal form of government to the country\u2019s macroeconomic managers.<\/p>\n<p>\u201cOn the financial feasibility of it, I will concur to what the exercise will do. The review of the financial, I\u2019m there and I won\u2019t refute that because that\u2019s really needed before we shift. That\u2019s the overarching condition. That\u2019s what we need to establish first,\u201d said Lopez.<\/p>\n<p>\u201cOf course, I support the view to further review that part,\u201d he said.<\/p>\n<p>The trade chief pointed out that what is crucial in the Department of Trade and Industry&#8217;s point of view is clearly stating the division of functions and roles if the shift to a new system of government pushes through.<\/p>\n<p>\u201cI\u2019m looking at it at the [operationality] rather than risks and costs,\u201d Lopez said.<\/p>\n<p>\u201cI\u2019ll be neutral when it comes to form. I\u2019m not in the political area.
