The Agricultural Credit Policy Council (ACPC) is now\u00a0evaluating a consortium&#8217;s request for PHP100 million to help small farmers and fisherfolk (SFF) hit by last month&#8217;s torrential monsoon rains in Pangasinan and Ilocos Sur provinces.<\/p>\n<p>&#8220;We&#8217;re assessing Nueva Segovia Consortium of Cooperatives (NSCC) capacity to absorb such amount and performance in handling funds we\u00a0previously downloaded to this group for SFFs there,&#8221; ACPC senior\u00a0project management officer Maripaz Faustorilla said in an interview on Friday.<\/p>\n<p>Faustorilla is part of the ACPC team looking into agricultural funding needs of the agriculture sector arising from inclement weather.<\/p>\n<p>She expects the evaluation&#8217;s conclusion this month and if warranted, ACPC could already download the amount to NSCC, the agency&#8217;s lending conduit in Pangasinan and Ilocos Sur.<\/p>\n<p>The amount NSCC is requesting would be for either working capital or\u00a0mechanization needs of SFF in both provinces, Faustorilla said.<\/p>\n<p>NSCC could also lend the amount to the SFFs through the agriculture\u00a0department&#8217;s Production Loan Easy Access (PLEA), she continued.<\/p>\n<p>The PLEA is a special credit program for financing SFF&#8217;s\u00a0farm and fishery production activities, offering them\u00a0non-collateralized loans of up to PHP50,000 per borrower at 6-percent interest per year.<\/p>\n<p>&#8220;Pangasinan and Ilocos Sur SFF seeking either working capital,\u00a0mechanization financing, or PLEA loans can submit to NSCC their respective applications,&#8221; Faustorilla said.<\/p>\n<p>In a situation report released Friday (Aug. 3), the National Disaster\u00a0Risk Reduction and Management Council (NDRRMC) said tropical cyclone-enhanced &#8220;habagat&#8221; or monsoon rains&#8217; damage to agriculture and fisheries in Pangasinan had reached about PHP1.02 billion.<\/p>\n<p>The damage covered rice (PHP491.87 million), corn (PHP41.49million), livestock (PHP5.57 million), high-value commercial crops\u00a0(PHP30.24 million), and fisheries (PHP449.63 million).<\/p>\n<p>Damage in Ilocos Sur covered livestock (PHP132,370) and fisheries\u00a0(PHP50,000).<\/p>\n<p>Last month, the Department of Agriculture (DA) said Agriculture Secretary Emmanuel Pi\u00f1ol had committed over PHP180 million worth of assistance and intervention for rehabilitating damaged farms and fishery areas in Pangasinan.<\/p>\n<p>The DA said Pi\u00f1ol had turned over 32,000 bags of certified and hybrid seeds and 100 bags of corn seeds.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>MANILA\u00a0&#8212;
