{"id":17308,"date":"2014-06-27T21:26:51","date_gmt":"2014-06-27T13:26:51","guid":{"rendered":"https:\/\/canadianinquirer.net\/v1\/?p=17308"},"modified":"2014-06-27T21:26:51","modified_gmt":"2014-06-27T13:26:51","slug":"da-extended-qr-on-rice-gives-farmers-more-time-to-be-globally-competitive","status":"publish","type":"post","link":"https:\/\/canadianinquirer.net\/v1\/2014\/06\/27\/da-extended-qr-on-rice-gives-farmers-more-time-to-be-globally-competitive\/","title":{"rendered":"DA: Extended QR on rice gives farmers more time to be globally competitive"},"content":{"rendered":"<p style=\"color: #000000;\"><span style=\"font-family: Verdana, Arial, Helvetica, sans-serif; font-size: small;\"><a href=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2014\/04\/Logo_of_the_Department_of_Agriculture_of_the_Philippines1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-8338\" src=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2014\/04\/Logo_of_the_Department_of_Agriculture_of_the_Philippines1-300x297.jpg\" alt=\"Logo_of_the_Department_of_Agriculture_of_the_Philippines\" width=\"300\" height=\"297\" srcset=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2014\/04\/Logo_of_the_Department_of_Agriculture_of_the_Philippines1-300x297.jpg 300w, https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2014\/04\/Logo_of_the_Department_of_Agriculture_of_the_Philippines1-150x150.jpg 150w, https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2014\/04\/Logo_of_the_Department_of_Agriculture_of_the_Philippines1.jpg 505w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/span><\/p>\n<p style=\"color: #000000;\"><span style=\"font-family: Verdana, Arial, Helvetica, sans-serif; font-size: small;\">MANILA &#8212; The pending application for extension of the Philippines&#8217; rice quantitative restrictions (QR) would give farmers more time to be globally competitive, the Department of Agriculture (DA) said Friday.<\/span><\/p>\n<p style=\"color: #000000;\"><span style=\"font-family: Verdana, Arial, Helvetica, sans-serif; font-size: small;\">DA Undersecretary for Policy and Planning Segfredo Serrano, in a press briefing, said without the QR, local rice production will be drowned by imported rice which will displace local farmers.<\/span><\/p>\n<p style=\"color: #000000;\"><span style=\"font-family: Verdana, Arial, Helvetica, sans-serif; font-size: small;\">The World Trade Organization (WTO) Committee on Trade in Goods recently granted the Philippines&#8217; request for a five-year extension of its QR on rice.<\/span><\/p>\n<p style=\"color: #000000;\"><span style=\"font-family: Verdana, Arial, Helvetica, sans-serif; font-size: small;\">Serrano said the WTO Committee is set to recommend to the WTO General Council the extension of the Philippines\u2019 rice QR up to 2017 when the Council meets in July.<\/span><\/p>\n<p style=\"color: #000000;\"><span style=\"font-family: Verdana, Arial, Helvetica, sans-serif; font-size: small;\">The WTO General Council is expected to grant the request for the QR\u2019s extension, he noted.<\/span><\/p>\n<p style=\"color: #000000;\"><span style=\"font-family: Verdana, Arial, Helvetica, sans-serif; font-size: small;\">The country\u2019s QR on rice was supposed to have expired in 2012.<\/span><\/p>\n<p style=\"color: #000000;\"><span style=\"font-family: Verdana, Arial, Helvetica, sans-serif; font-size: small;\">\u201c(The QR extension) makes us more competitive,\u201d said Serrano.<\/span><\/p>\n<p style=\"color: #000000;\"><span style=\"font-family: Verdana, Arial, Helvetica, sans-serif; font-size: small;\">\u201cWe project by 2017, we should be ready. That\u2019s why we requested an extension of this kind for our farmers so that we can institute the support measures,\u201d he added.<\/span><\/p>\n<p style=\"color: #000000;\"><span style=\"font-family: Verdana, Arial, Helvetica, sans-serif; font-size: small;\">According to Serrano, the country has increased its minimum access volume (MAV) on rice to 805,200 tons from its previous 350,000 tons at 35 percent tariff.<\/span><\/p>\n<p style=\"color: #000000;\"><span style=\"font-family: Verdana, Arial, Helvetica, sans-serif; font-size: small;\">MAV refers to the minimum volume of farm produce allowed to enter into the Philippines at reduced tariffs, while shipments outside MAV pay higher rates of 50 percent and would need approval by the National Food Authority (NFA).<\/span><\/p>\n<p style=\"color: #000000;\"><span style=\"font-family: Verdana, Arial, Helvetica, sans-serif; font-size: small;\">As for country specific quotas, Serrano enumerated the following:<\/span><\/p>\n<p style=\"color: #000000;\"><span style=\"font-family: Verdana, Arial, Helvetica, sans-serif; font-size: small;\">*Australia will obtain a concession of 15,000 metric tons (MT); China 50,000 MT; El Salvador 4,000 MT; India 50,000 MT; Pakistan 50,000 MT; Thailand 293,000 MT; and Vietnam 293,000 MT.<\/span><\/p>\n<p style=\"color: #000000;\"><span style=\"font-family: Verdana, Arial, Helvetica, sans-serif; font-size: small;\">Rice supply and price worldwide is very volatile, with only 3-5 percent of total production available for trading.<\/span><\/p>\n<p style=\"color: #000000;\"><span style=\"font-family: Verdana, Arial, Helvetica, sans-serif; font-size: small;\">At present, only South Korea and the Philippines make use of the QR.<\/span><\/p>\n<p style=\"color: #000000;\"><span style=\"font-family: Verdana, Arial, Helvetica, sans-serif; font-size: small;\">&#8220;That is why we have to keep on producing with government support towards improved competitiveness, especially now that we are on the threshold of rice self-sufficiency,&#8221; the DA official said.<\/span><\/p>\n<p style=\"color: #000000;\"><span style=\"font-family: Verdana, Arial, Helvetica, sans-serif; font-size: small;\">He further said that the government will remain committed to help rice farmers become competitive before deregulating the rice market.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>MANILA &#8212; The pending application for extension of the Philippines&#8217; rice quantitative restrictions (QR) would give farmers more time to &hellip;<\/p>\n","protected":false},"author":44,"featured_media":8338,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[95],"tags":[1532,6064,6063,5500],"class_list":["post-17308","post","type-post","status-publish","format-standard","has-post-thumbnail","category-news-ph","tag-da","tag-farmers","tag-qa","tag-rice","mauthors-azer-n-parrocha","mauthors-philippines-news-agency"],"_links":{"self":[{"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/posts\/17308","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/users\/44"}],"replies":[{"embeddable":true,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/comments?post=17308"}],"version-history":[{"count":0,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/posts\/17308\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/media\/8338"}],"wp:attachment":[{"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/media?parent=17308"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/categories?post=17308"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/tags?post=17308"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
