It shall cover the NPAs, organs of political power and Militia ng Bayan.<\/p>\n<p>If there is a ceasefire, the constitutional mandate of the state to protect public safety, civilian welfare, critical infrastructure and private properties and the guarantee of rule of law and order will not be compromised at all times.<\/p>\n<p>Government goodwill, full amnesty package based on disarmament, demobilization, rehabilitation and reintegration to the mainstream of society.<\/p>\n<p>The necessary enabling environment set by the President for the formal local talks to proceed are local venue, no coalition government or power-sharing, no revolutionary taxes, extortion, arson and violent activities and the fighters to remain in their pre-designated encampment areas.<\/p>\n<p>The substantive agenda will be based on the Medium Term Philippine Development Plan and Philippine Development Program 2040.<\/p>\n<p>Roque said officials have also agreed to have four kinds of localized peace talks such as the localized peace talks between the local peace channel and the local fighters; community dialogue; local peace package; and confidential dialogue.<\/p>\n<p>\u201cConfidential dialogue will be undertaken to a combatant armed group who desires to lie low without open documentation and will not avail of the peace package program,\u201d Roque said.<\/p>\n<p>He said the peace package, on the other hand, is direct availment of the GRP peace initiative intended to provide the integration and mainstreaming support without going through process of peace negotiation.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>MANILA\u00a0\u2013 President Rodrigo Duterte will issue an executive order for \u201clocalized\u201d peace talks with the New People\u2019s Army (NPA) if &hellip;<\/p>\n","protected":false},"author":33,"featured_media":169465,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[16,95],"tags":[13135,31449],"class_list":["post-170754","post","type-post","status-publish","format-standard","has-post-thumbnail","category-news","category-news-ph","tag-president-rodrigo-duterte","tag-presidential-spokesperson-harry-roque","mauthors-jelly-musico","mauthors-philippine-news-agency"],"_links":{"self":[{"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/posts\/170754","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/users\/33"}],"replies":[{"embeddable":true,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/comments?post=170754"}],"version-history":[{"count":0,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/posts\/170754\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/media\/169465"}],"wp:attachment":[{"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/media?parent=170754"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/categories?post=170754"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/tags?post=170754"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
