(<a href=\"https:\/\/www.facebook.com\/CCSMEs\/photos\/ecnf.1320345565\/602178066785859\/?type=3&amp;theater\" target=\"_blank\">Photo<\/a>: <a href=\"https:\/\/www.facebook.com\/CCSMEs\" target=\"_blank\">CCSMEs\/Facebook<\/a>)<\/figcaption><\/figure>\n<p>Quebec\u2019s Immigration Minister David Heurtel said that his ministry is expected to implement new immigration regulations on August 2, 2018.<span id=\"more-10870\"><\/span><\/p>\n<p>Minister Heurtel made this announcement on Twitter yesterday and it was retweeted by the Minist\u00e8re de l\u2019Immigration, et de la Diversit\u00e9 et de l\u2019Inclusion (MIDI) today.<\/p>\n<p style=\"text-align: left;\">The new regulations, originally outlined in March, include a new\u00a0<a href=\"https:\/\/www.canadavisa.com\/quebec-immigration-declaration-of-interest-system.html\">Expression of Interest system<\/a>\u00a0which is intended to replace the first-come, first-served application process for the\u00a0<a href=\"https:\/\/www.canadavisa.com\/quebec-skilled-worker-immigration.html\">Quebec Skilled Worker Program (QSWP),<\/a>\u00a0as well as its<em>\u00a0Mon Projet Quebec<\/em>\u00a0application portal.<\/p>\n<div id=\"attachment_10871\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-10871 aligncenter\" src=\"https:\/\/4597wq4asyz01jes8rz3yr94-wpengine.netdna-ssl.com\/wp-content\/uploads\/2018\/07\/Quebec-minister-tweet-292x300.png\" sizes=\"auto, (max-width: 366px) 100vw, 366px\" srcset=\"https:\/\/4597wq4asyz01jes8rz3yr94-wpengine.netdna-ssl.com\/wp-content\/uploads\/2018\/07\/Quebec-minister-tweet-292x300.png 292w, https:\/\/4597wq4asyz01jes8rz3yr94-wpengine.netdna-ssl.com\/wp-content\/uploads\/2018\/07\/Quebec-minister-tweet.png 519w\" alt=\"\" width=\"366\" height=\"376\" \/><\/p>\n<p class=\"wp-caption-text\" style=\"text-align: center;\">Minister David Heurtel\u2019s tweet July 4, 2018.<\/p>\n<\/div>\n<p>The Minister\u2019s tweet states that the new system is designed to decrease processing times and help the province of Quebec maximize the potential of the immigration system as a driver for economic growth in the province.<\/p>\n<h3>Faster processing with the new Quebec Express Entry-style application system<\/h3>\n<p>The Government of Quebec runs an autonomous immigration system, and the province has significant independence in creating its own immigration programs.<\/p>\n<p>Speaking to the\u00a0<em>TVA Nouvelles<\/em>\u00a0earlier in May, Minister Heurtel said that the province intends to reduce processing times for economic immigration applications to less than 12 months.<\/p>\n<p>Based on previously announced details from the MIDI, the\u00a0process of applying under the QSWP is expected to include the following steps (for non-cap-exempt candidates):<\/p>\n<ol>\n<li>Submission of an Expression of Interest with intention to settle in\u00a0Qu\u00e9bec by the candidate.<\/li>\n<li>Invitation to apply for a\u00a0<a href=\"https:\/\/www.canadavisa.com\/quebec-immigration-quebec-selection-certificate.html\">Qu\u00e9bec Selection Certificate<\/a>\u00a0(<em>Certificat de s\u00e9lection du Qu\u00e9bec,\u00a0<\/em>or\u00a0CSQ) issued by the MIDI.<\/li>\n<li>Submission of an Application for a\u00a0<a href=\"https:\/\/www.canadavisa.com\/quebec-immigration-quebec-selection-certificate.html\">Qu\u00e9bec Selection Certificate<\/a>\u00a0to the MIDI.<\/li>\n<li>Submission of the federal portion of the application (once a CSQ is obtained).<\/li>\n<\/ol>\n<p>The MIDI is expected to reveal more details about the new Quebec Expression of Interest system, including ranking criteria, in the very near future.<\/p>\n<p>Further details will be published on\u00a0<em>CICNews<\/em>\u00a0as they become available.
