ALBERT ALCAIN\/PRESIDENTIAL PHOTO<\/figcaption><\/figure>\n<p><strong>MANILA<\/strong>\u00a0&#8212; The inter-university study that showed that the poor are the most vulnerable in the Duterte administration\u2019s war on drugs did not verify each case of the so-called drug-related killing, Malaca\u00f1ang said on Tuesday.<\/p>\n<p>Presidential Spokesperson Harry Roque made this remark after a study conducted by top universities &#8212; the Ateneo School of Government, De La Salle University, and University of the Philippines Diliman &#8212; showed that there were 5,021 drug-related killings from May 10, 2016 to Sept. 29, 2017.<\/p>\n<p>The schools teamed up with the Stabile Center for Investigative Journalism at Columbia University\u2019s Graduate School of Journalism.<\/p>\n<p>The study, which collected data from various media organizations, also showed that most of those killed were poor.<\/p>\n<p>\u201c<em>Ang problema ho dito sa<\/em>\u00a0study<em>\u00a0na ito, siguro hindi ko po talaga ikukuwestyun na talagang mahihirap ang mga napapatay<\/em>\u00a0(The problem with this study is, I\u2019m not questioning that it\u2019s the poor getting killed),\u201d Roque said in a radio interview.<\/p>\n<p>\u201c<em>Pero ang kuwestyun dito is: talaga ba silang napatay dahil sa<\/em>\u00a0war on drugs. So,\u00a0<em>iyon po ang hindi naman tiningnan ng<\/em>\u00a0study\u00a0<em>na ito<\/em>\u00a0(But my question is: Were they really killed because of the war on drugs? That\u2019s what the study didn\u2019t look into),\u201d he added.<\/p>\n<p>Roque pointed out that the universities simply \u201caccepted\u201d or assumed that the victims were killed because of the drug war but did not verify them one by one.<\/p>\n<p>\u201c<em>Tinanggap lang nila na ito diumano iyong mga napatay, pero ang mas maganda sanang ginawa ng mga dalubhasa ay iniisa-isa<\/em>\u00a0(They merely accepted that they were allegedly killed, but it would have been better if experts verified them one by one),\u201d he said.<\/p>\n<p>The Palace spokesperson also noted that the recommendations made by the universities to treat drug addiction as a public health issue is already being undertaken by the government.<\/p>\n<p>\u201c<em>Wala naman pong pagkakaiba doon sa<\/em>\u00a0substantive recommendation\u00a0<em>ng<\/em>\u00a0Ateneo\u00a0<em>doon sa ginagawa ng gobyerno ngayon<\/em>\u00a0(There\u2019s nothing different with the substantive recommendation of Ateneo from what the government is doing now),\u201d he said.<\/p>\n<p>Moreover, he said that there was no value added from the study since data were culled from media reports.<\/p>\n<p>\u201c<em>Sa akin po, walang<\/em>\u00a0value added<em>\u00a0pagdating doon sa<\/em>\u00a0secondary materials.\u00a0<em>Eh ang inaasahan ko sa mga dalubhasa ay gagamit sila ng mga<\/em>primary figures<em>\u00a0na<\/em>\u00a0verified<em>\u00a0nang sa ganoon ay maasahan natin iyang<\/em>\u00a0conclusion (To me, there\u2019s no value added when it comes to the secondary materials.
