MANILA\u00a0— President Rodrigo R. Duterte on Wednesday insisted that his campaign to apprehend bystanders was for public safety, stressing that \u201ca little discipline\u201d would greatly benefit the country.<\/p>\n

\u201cWala namang inaaresto<\/em>\u00a0(No\u00a0one is being arrested). I just don\u2019t want you using the streets to loiter,\u201d Duterte said in his speech in Iloilo City.<\/p>\n

\u201cYung utos ko sa pulis na \u2018yung mga tambay. Sundin lang ninyo \u2018yung utos ko<\/em>\u00a0(My order to the police to apprehend bystanders. Just follow my order),\u201d he added.<\/p>\n

Duterte, former Davao City Mayor, cited his hometown as an example of a city that has benefited from the strict implementation of rules.<\/p>\n

\u201cYou know, Davao province used to be one huge territory. And you can see what a little discipline can do to a place,\u201d Duterte said.<\/p>\n

He said all Filipinos would live a \u201ccomfortable\u201d life if everyone followed orders.<\/p>\n

\u201cLook at Davao.\u00a0Kung masunod ko lang \u2018yung Davao sa lahat, okay na. Komportable na tayo<\/em>\u00a0(If I can replicate what I did in Davao in the entire country, it will be okay. We\u2019ll be comfortable),\u201d Duterte said.<\/p>\n

\u201cI mean that\u2019s the kind of life that I want every Filipino. You can walk around, park or rural road,\u201d he added.<\/p>\n

Duterte, meanwhile, warned criminals from loitering the streets or even showing their face at all otherwise, it will be the last time they get to to do so.<\/p>\n

\u201cHuwag kayong magpakita diyan kasi kayo ang walang katwiran na magpasyal-pasyal kasi \u2018pag makita kita, madampot pa kita. Iyon na \u2018yung last pasyal mo<\/em>\u00a0(Don\u2019t show yourselves there, if you wander the streets and I see your face, I\u2019ll have you picked up. That will be the last time you\u2019ll get to wander the streets),\u201d Duterte said.<\/p>\n

On Tuesday, Malaca\u00f1ang allayed fears that the anti-tambay drive of the Philippine National Police (PNP) would be a prelude to a nationwide martial law.<\/p>\n

Roque earlier noted that Duterte himself said it would be \u201ccomplicated\u201d to declare martial law in the entire Philippines and that it was not an option at the moment.<\/p>\n

\u201cHe has absolutely no intentions right now unless there would be reasons to do so. Wala naman pong nakikita si Presidente sa ngayon (The President doesn\u2019t see any reason at the moment),\u201d he said.<\/p>\n

Roque added that police officers will only apprehend bystanders when they have legal basis to do so.<\/p>\n
