But the impact of that spending is \u201cnot optimal\u201d because it&#8217;s \u201cfragmented.\u201d<\/p>\n<p>He says the agency&#8217;s objective is for its 27 members to spend, plan, and co-operate together.<\/p>\n<p>Domecq hailed Cyprus&#8217; decision to participate in a military research program.
