(PNA photo)<\/figcaption><\/figure>\n<p><strong>MANILA<\/strong>&#8212;Former Philippine National Police Director General Ronald dela Rosa on Friday formally took his oath as the new Bureau of Corrections (BuCor) chief before Justice Secretary Menardo Guevara.<\/p>\n<p>Dela Rosa said he is evaluating the specifics of which buildings in the facility need immediate repairs, adding that at times inmates and jail guards have no choice but to be soaked during downpours due to the leaks in the dilapidated roofs.<\/p>\n<p>Aside from noting the need to address over-congestion in the facility, dela Rosa said he is looking at the immediate segregation of local from the foreign, noting that communication between the two could be providing support in running the drug trade.<\/p>\n<p>&#8220;<em>Yung<\/em>\u00a0Chinese drug lord<em>\u00a0sila ang may<\/em>\u00a0contact\u00a0<em>dun sa<\/em>\u00a0supply<em>doon<\/em>\u00a0China,<em>\u00a0tapos itong mga<\/em>\u00a0local drug lords, Filipino drug lords<em>\u00a0sila ang mga<\/em>\u00a0contact\u00a0<em>sa<\/em>\u00a0local distribution<em>\u00a0dito sa Pilipinas<\/em>. So\u00a0<em>ang<\/em>\u00a0drug problem is\u00a0<em>dalawang<\/em>\u00a0components<em>\u00a0yan<\/em>\u00a0\u2013 supply and demand. So\u00a0<em>kung i<\/em>-segregate<em>\u00a0mo yung<\/em>\u00a0supply side,\u00a0<em>yung mga<\/em>Chinese,\u00a0<em>hindi sila makipag<\/em>-communicate\u00a0<em>dito sa mga Pilipino na<\/em>\u00a0drug distributor<em>\u00a0hanggang<\/em>\u00a0supply<em>\u00a0lang sila<\/em>.\u00a0<em>Ito namang sa<\/em>\u00a0side\u00a0<em>ng<\/em>Filipino drug lords,<em>\u00a0pag walang<\/em>\u00a0supply\u00a0<em>na makarating, kahit na anong<\/em>\u00a0demand\u00a0<em>sa labas, kahit gaano kalakas ang<\/em>\u00a0demand,\u00a0<em>wala silang<\/em>supply. Between supply and demand, they should be cut-off,\u00a0<em>hiwalay sila,<\/em>&#8221; dela Rosa said.<\/p>\n<p>(The Chinese have contacts in China, local drug lords have contacts in local distribution. The drug problem has two components&#8211; supply and demand. So if you segregate the supply side, which are the Chinese, they could not communicate with the Filipinos who act as distributor. They will only be limited to supply. These Filipino drug lords, they will be left with a wanting demand. Between supply and demand, they should cut off, they are separated.)<\/p>\n<p>Dela Rosa also ordered the return of inmates billeted at the facility&#8217;s hospital for months to their cells.<\/p>\n<p>&#8220;<em>Eh kaso sa ngayon halo-halo sila yung iba pang<\/em>\u00a0drug lord dun<em>\u00a0ilang buwan na sa<\/em>\u00a0hospital.<em>\u00a0Sa ospital kasi<\/em>\u00a0anybody can go there. So\u00a0<em>yung mga<\/em>\u00a0Filipino drug lords can go there\u00a0<em>at makipag-<\/em>communicate<em>\u00a0dito sa mga<\/em>\u00a0Chinese drug lord\u00a0<em>na naka<\/em>-confine,&#8221; dela Rosa said.<\/p>\n<p>(The problem now is that they are mixed together with other drug lords for months inside the hospital. It is because anybody can go to the hospital.
