Duterte to scrap rice import quotas, a system that the President has said is the source of corruption.<\/p>\n<p>\u201cThe scrapping of quota to import on a government-to-government basis, that\u2019s within the power of the President,\u201d Presidential spokesperson Harry Roque said.<\/p>\n<p>Roque said the conversion of the quantitative restriction on rice into tariff is the one that needs amendment of the law.<\/p>\n<p>\u201cThis tariffication has already been approved at the House of Representatives. It\u2019s now up to Senate. That would completely remove quantitative restrictions. That\u2019s one covered by law,\u201d he said.<\/p>\n<p>In a press conference upon his arrival from Singapore ASEAN Summit early Sunday morning, Duterte scrapped the import quotas, saying \u201canybody who has the money can import\u201d as long as they pay the correct taxes.<\/p>\n<p>Duterte, however, said rice importation should not be done during harvest season.<\/p>\n<p>Roque also defended Duterte\u2019s order to the National Food Authority (NFA) to purchase more locally-produced rice under \u2018buy high, sell low\u2019 policy.<\/p>\n<p>\u201cWhat the President has said, instead of the foreigners getting the profit, we better spend it in the Philippines \u2013 the Filipino farmers are the one who will earn. That\u2019s the rationale,\u201d Roque explained.<\/p>\n<p>He said the Philippines is spending PHP6 billion for the importation of 250,000 metric tons of rice.<\/p>\n<p>\u201cThat\u2019s six billion.
