Outgoing Philippine National Police chief Ronald \u201cBato\u201d dela Rosa led the Duterte administration\u2019s war on drugs that brought a huge number of deaths, and he cannot just step down without being held liable for this, Human Rights Watch said.<\/p>\n
HRW\u2019s Philippine researcher, Carlos Conde, said that the campaign against the proliferation of illegal drugs has left \u201ca sordid human rights record.\u201d<\/p>\n
\u201cWhen Ronald Dela Rosa retires\u00a0on Thursday\u00a0as director general of the Philippine National Police (PNP), he will leave behind a police force with a sordid human rights record unmatched since the Marcos dictatorship,\u201d Conde said\u00a0on Wednesday.<\/p>\n
He added that Dela Rosa \u201chas shown enthusiasm\u201d in leading a \u201cmurderous drug war\u201d that battered the poor the most.<\/p>\n
\u201cDela Rosa deployed the forces that have waged President Rodrigo Duterte\u2019s murderous \u201cwar on drugs.\u201d That campaign has targeted mainly urban slum dwellers and resulted in the deaths of more than 12,000men, women, and children by police and police-backed vigilantes,\u201d he said.<\/p>\n
Conde criticized Dela Rosa for choosing to ignore cries of human rights violations, saying the latter defended their actions by saying \u201cthe deaths were proof of an uncompromising police approach to drug crimes.\u201d<\/p>\n
Conde said, \u201cHe slammed calls by lawmakers for an investigation into the killings as \u201clegal harassment,\u201d saying it \u201cdampens the morale\u201d of police officers.\u201d<\/p>\n
He added that the International Criminal Court has started its probe into the killings and the \u201cgrowing momentum inside the United Nations for a separate UN inquiry\u201d will eventually make way for Dela Rosa to be held accountable \u201cfor the bloody campaign he so zealously endorsed.\u201d<\/p>\n
