(Photo: KING RODRIGUEZ\/ Presidential Photo)\" width=\"640\" height=\"427\" srcset=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2017\/02\/110216_KING-1.jpg 640w, https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2017\/02\/110216_KING-1-300x200.jpg 300w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/a><figcaption id=\"caption-attachment-91615\" class=\"wp-caption-text\">FILE: Department of Finance (DOF) Secretary Carlos Dominguez III (Photo: KING RODRIGUEZ\/ Presidential Photo)<\/figcaption><\/figure>\n<p><strong>CLARK FREEPORT ZONE, Pampanga<\/strong>\u00a0&#8212; Finance Secretary Carlos Dominguez III said the Tax Reform for Acceleration and Inclusion (TRAIN) Law is addressing the country\u2019s challenges in human capital development.<\/p>\n<p>In a press conference Friday, Dominguez said the government is aware that the skill level of the country\u2019s workforce needs improvement.<\/p>\n<p>A previous study of the International Labor Organization (ILO) and the Asian Development Bank (ADB) said the number of workers living on USD2-per-day increased to 13 million in 2009 from 11.2 million in 1991 due to inequality.<\/p>\n<p>\u201cTRAIN-1 is being invested in social services, which include better education,\u201d said Dominguez.<\/p>\n<p>\u201cThe President has announced and approved legislation where college education is free.
