However, he was part of the team that contested for the country\u2019s ownership before the International tribunal for the Law of the Sea (ITLOS) \u2013 in which the Philippines won.<\/p>\n<p>\u201cThe term was set, the resources \u2013 all the fish, oil, [and] gas belong to the Philippines exclusively,\u201d he said.<\/p>\n<p>\u201cThere is no more dispute on legal ownership. The question of ownership is finished. It\u2019s terminated already. It\u2019s a question of compliance. That is the situation in the West Philippine Sea,\u201d Carpio added.<\/p>\n<p>This is why he was emphasizing that people and media should not refer to the areas as \u201cdisputed.\u201d<\/p>\n<p>\u201cWe should not say that the area is disputed because the moment that you say that the area is disputed, China will say \u2018You see, it\u2019s still disputed.\u2019 The only problem is how to get China to comply,\u201d Carpio said.<\/p>\n<p>Earlier in February, an international expert on WPS branded the Duterte administration\u2019s tactics and moves on the WPS issue \u201cna\u00efve.\u201d<\/p>\n<p>(Read: <a href=\"https:\/\/canadianinquirer.net\/v1\/2018\/02\/09\/west-ph-sea-expert-calls-duterte-admin-naive\/\">West PH sea expert calls Duterte admin \u2018na\u00efve\u2019<\/a>)<\/p>\n<p>In a February 2 interview with Rappler, Gregory Poling, Asia Maritime Transparency Initiative (AMTI) Director called the government \u201cwell-intentioned but na\u00efve,\u201d adding that \u201cthe facts on the ground don\u2019t support the notion that China\u2019s acting in good faith.\u201d<\/p>\n<p>Poling was referring to how the Palace has been handling China\u2019s militarization, in which Presidential Spokesperson Harry Roque, Jr. has reiterated in several statements that the Philippine government is relying on good faith.<\/p>\n<p>Apart from this, he also countered defenses that Duterte was only being \u2018practical\u2019 in his administration\u2019s stance.<\/p>\n<p>\u201cI don\u2019t think that\u2019s practicality.
