(Photo: http:\/\/ralphrecto.ph)\" width=\"400\" height=\"350\" srcset=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2018\/02\/2017-05-28-Health-for-Juan-and-Juana-2-Forum_010-400x350.jpg 400w, https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2018\/02\/2017-05-28-Health-for-Juan-and-Juana-2-Forum_010-400x350-300x263.jpg 300w\" sizes=\"auto, (max-width: 400px) 100vw, 400px\" \/><\/a><figcaption id=\"caption-attachment-151390\" class=\"wp-caption-text\">&#8220;Ease of doing business should lead to easy-on-the-pocket expenses,\u201d Recto said.<a href=\"http:\/\/ralphrecto.ph\/gallery\/photos\/\"> (Photo: http:\/\/ralphrecto.ph)<\/a><\/figcaption><\/figure>\n<p>MANILA &#8212; To further improve the newly-ratified \u2018reinforced\u2019 Anti-Red Tape Bill, Senator Ralph Recto on Thursday endorsed the inclusion of a freeze on fees, an \u201canti-epal\u201d provision, and exempting one-person proprietorships from paying fire inspection fees\u00a0in the promulgation of the bill\u2019s implementing rules and regulations (IRR).<\/p>\n<p>Recto was one of the lead authors of \u201cThe Ease of Doing Business and Efficient Government Service Delivery Act of 2018\u201d which was ratified by the Senate Wednesday.<\/p>\n<p>On the freeze on fees, he\u00a0proposed that no price increase should be executed on fees for the shortened process.<\/p>\n<p>&#8220;It can be argued that if we cut the process, then we should also cut the price, or at the very least keep the status quo. If red tape will be cut, there will be less paper work and fewer signatories, then the cost should remain as it is, if not go down,&#8221; Recto said.<\/p>\n<p>&#8220;Ease of doing business should lead to easy-on-the-pocket expenses,\u201d the lawmaker said.<\/p>\n<p>Recto also wanted to exempt &#8220;single proprietors,\u201d such as knowledge-based workers, creative people, artists, non-PRC registered professionals in one-man firms, and one-person e-commerce owners who work on their own&#8221; from securing fire safety clearances.<\/p>\n<p>Recto noted that one-man proprietorships are usually home-based and do not have a physical office, thus there is no need for fire safety inspections.<\/p>\n<p>&#8220;<em>Kung<\/em>\u00a0writer\u00a0<em>ka<\/em>\u00a0at bedspacer\u00a0<em>ka lang, kailangan bang dumaan sa<\/em>\u00a0fire inspection\u00a0<em>ang kamang inuupahan mo<\/em>? (If you are a writer and just a bedspacer, does the bed your renting need to undergo fire inspection?)&#8221; he said.<\/p>\n<p>Lastly, Recto believes \u201canti-epal\u201d provision is needed on the bill to institutionalize the design of business permits than the current \u201cpersonalistic\u201d design that features the name and the likeness of the issuing authority.<\/p>\n<p>\u201cWhy can&#8217;t we design a politics-neutral, politico-blind plaka that will last long and will not be wasted if the head of the LGU, whose face and name are displayed on it, will not be re-elected?
