(<a href=\"https:\/\/www.google.com.ph\/maps\/place\/Benham+Rise\/@12.0693666,121.5391322,4974930a,35y,352.62h,0.17t\/data=!3m1!1e3!4m5!3m4!1s0x33785e19a4a72d59:0xfd357c826a60383!8m2!3d16.8728867!4d124.692078\" target=\"_blank\">Google Maps photo<\/a>)<\/figcaption><\/figure>\n<p><strong>MANILA<\/strong>\u00a0&#8212; The Philippine government had ceased to be a lackey of any other state, Malaca\u00f1ang said Thursday following claims that it gave preferential treatment to China to conduct scientific research at the Benham Rise (now Philippine Rise).<\/p>\n<p>Presidential Spokesperson Harry Roque made this statement rejecting critics\u2019 assertion that there was a lack of transparency as the guidelines require Filipino researchers to be present with foreign researchers at all times.<\/p>\n<p>\u201c<em>Mali po iyan na walang<\/em>\u00a0transparency.\u00a0<em>Kasi nga po wala namang<\/em>\u00a0research<em>\u00a0na walang kasamang Pilipino.<\/em>\u00a0So,\u00a0<em>hindi lang po tayo<\/em>\u00a0transparent,\u00a0<em>ni<\/em>-require\u00a0<em>po natin sa<\/em>\u00a0guidelines\u00a0<em>na may kasamang Pilipino<\/em>\u00a0(It\u2019s wrong to think that there\u2019s no transparency, since no research has been conducted there without the presence of a Filipino. So, we\u2019re not only transparent, we require, in our guidelines, that they be accompanied by a Filipino),\u201d Roque said during a Palace briefing.<\/p>\n<p>He also reiterated that it was clear that all results of foreign scientific research would be shared to Filipino researchers and assured that the government continues to assert its independent foreign policy as it was not willing to be \u201cused\u201d by other states.<\/p>\n<p>\u201cWe are asserting an independent foreign policy. We are not giving out territory, we are protecting our sovereign rights and at the same time, we are doing the best that we can, given our state of preparedness,\u201d Roque said.<\/p>\n<p>\u201cSo, the difference is, we are not willing to be used by other states that want to challenge the dominance, alleged dominance of China in the region, because we have ceased to be a lackey of any other state. We stand on our own,\u201d he added.<\/p>\n<p>Reports showed that China has acknowledged that President Rodrigo R.
