{"id":150749,"date":"2018-02-02T05:00:56","date_gmt":"2018-02-02T10:00:56","guid":{"rendered":"https:\/\/canadianinquirer.net\/v1\/?p=150749"},"modified":"2018-02-02T05:00:56","modified_gmt":"2018-02-02T10:00:56","slug":"lawyer-slams-roque-over-killing-peace-negotiations","status":"publish","type":"post","link":"https:\/\/canadianinquirer.net\/v1\/2018\/02\/02\/lawyer-slams-roque-over-killing-peace-negotiations\/","title":{"rendered":"Lawyer slams Roque over &#8216;killing peace negotiations&#8217;"},"content":{"rendered":"<figure id=\"attachment_131481\" aria-describedby=\"caption-attachment-131481\" style=\"width: 1350px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2017\/11\/Harry-Roque.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-131481\" src=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2017\/11\/Harry-Roque.jpg\" alt=\"FILE: Harry Roque (PCOO PHOTO)\" width=\"1350\" height=\"900\" srcset=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2017\/11\/Harry-Roque.jpg 1350w, https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2017\/11\/Harry-Roque-300x200.jpg 300w, https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2017\/11\/Harry-Roque-768x512.jpg 768w, https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2017\/11\/Harry-Roque-1024x683.jpg 1024w\" sizes=\"auto, (max-width: 1350px) 100vw, 1350px\" \/><\/a><figcaption id=\"caption-attachment-131481\" class=\"wp-caption-text\">FILE: Harry Roque (PCOO PHOTO)<\/figcaption><\/figure>\n<p>A lawyer on Friday branded Presidential Spokesperson Harry Roque as \u201cinnocent or ignorant\u201d for \u201ckilling peace negotiations\u201d after he claimed that rebels are no longer covered by Joint Agreement on Safety and Immunity Guarantees (JASIG).<\/p>\n<p>\u201cMr. Harry Roque should not make himself an accomplice in the killing of the peace negotiations,\u201d Rachel Pastores, managing counsel of the Public Interest Law Center and lawyer of Rafael Baylosis, told the reporters.<\/p>\n<p>Baylosis is a National Democratic Front (NDF) consultant who was arrested.<\/p>\n<p>\u201c<em>Kasi po, itong patuloy na pag<\/em>-arrest <em>sa mga<\/em> NDF consultants, <em>hindi po ito nakakatulong sa<\/em> clamor <em>ng publiko na ituloy ang<\/em> peace negotiations (Because this arresting of NDF consultants do not help in the public\u2019s clamor to continue peace negotiations),\u201d she explained.<\/p>\n<p>On Thursday, Roque made a statement in a press conference saying, \u201c<em>Katungkulan ng <\/em>President<em> na ipatupad ang batas at dahil wala nang usaping kapayapaan, dahil sila rin naman ang may kasalanan d\u2019yan, habang nakikipag-usap ng kapayapaan eh patay sila nang patay ng kasundaluhan<\/em> (It is the President\u2019s responsibility to implement the law because there are no more peace talks, it is also their fault for while there are peace negotiations, they are killing soldiers).\u201d<\/p>\n<p>Roque was saying that JASIG is no longer applicable as the peace talks were terminated.<\/p>\n<p>JASIG is an agreement in which NDF consultants involved in the peace talks can enjoy immunity from surveillance, harassment, search, arrest, detention, prosecution, and interrogation.<\/p>\n<p>Pastores, however, countered Roque by reading a copy of the agreement, \u201cAll immunities acquired by virtue of the JASIG shall remain in full force and effect even after the termination of the agreement.\u201d<\/p>\n<p>&#8220;<em>Ano po \u2018yung sinasabi nila na porket wala nang<\/em> peace negotiation <em>ay hindi na <\/em>effective <em>itong mga<\/em> immunity guarantees <em>under<\/em> JASIG? <em>\u2018Yan po ay isang kasunduan <\/em>(So what are they saying that just because there are no more peace negotiations, immunity guarantees under JASIG are not effective anymore?
