MANILA\u00a0— Department of Foreign Affairs (DFA) Secretary Alan Peter Cayetano on Monday said he already tasked the agency’s legal office to craft a comprehensive policy paper about the country’s existing international agreements signed relating to the death penalty.<\/p>\n

“We already have the initial finding but I was still in the Senate as committee chair then but since the president instructed last week to review this, we tasked our legal and other offices under the DFA to come up with a comprehensive policy paper on this then we will submit it to Malacanang,” he told reporters in a press conference in Las Pinas.<\/p>\n

On the international side, Cayetano said, the chief executive has asked what are the country’s international obligations on the possible revival of capital punishment.<\/p>\n

“Kumbaga sa kasal nandiyan ‘yung pari, ang tinatanong\u00a0nagkapirmahan ba o nag-<\/em>yes I do\u00a0na ba tayong dalawa? Kung ‘di nag<\/em>\u00a0I do,\u00a0walang kasal, kung nag<\/em>\u00a0I do,\u00a0puwede mag-<\/em>divorce or\u00a0puwede bang<\/em>\u00a0annulment?” he said in a separate press briefing.<\/p>\n

\u201cIyon ang tinatanong ng Palasyo sa DFA sa<\/em>\u00a0international side,” he noted. “But the Department of Justice will have to weigh in also.”<\/p>\n

He said the findings of the DFA alone is not conclusive, nevertheless, “it will be used when we discuss with other international partners and friend.”<\/p>\n

Cayetano said a country is bound by an international obligation if it signed and ratified a treaty.<\/p>\n

Under the Universal Declaration of Human Rights, a United Nations document the Philippines is signatory to, Cayetano said what is stated was “you cannot take life arbitrarily.”<\/p>\n

“Meaning\u00a0hindi totoo na sa<\/em>\u00a0Universal Declaration of Human Rights,\u00a0bawal ang<\/em>\u00a0death penalty,\u00a0bawal pumatay<\/em>\u00a0na<\/em>arbitrarily or in other words,\u00a0bawal ang<\/em>\u00a0murder,\u00a0pero kung nagkaroon ng<\/em>\u00a0trial,\u00a0nasunod lahat ng proseso sa<\/em>Universal Declaration of Human Rights\u00a0puwede, pero \u2018yung<\/em>\u00a0certain countries and certain political parties, European Union is known for this, is anti-death penalty\u00a0so mayroon silang mga<\/em>\u00a0protocol,\u00a0mga<\/em>\u00a0treaty\u00a0na pinapapirmahan,<\/em>” he explained. “So, pumirma tayo doon<\/em>\u00a0but we haven’t ratified it.”<\/p>\n
