(<a href=\"https:\/\/www.facebook.com\/dilgusecmartindino\/photos\/a.1710951205897553.1073741828.1708326129493394\/1971536069839064\/?type=3&amp;theater\">Photo<\/a>: <a href=\"https:\/\/www.facebook.com\/dilgusecmartindino\/\">DILG Undersecretary Martin &#8220;Bobot&#8221; Di\u00f1o\/Facebook<\/a>)<\/figcaption><\/figure>\n<p>The newly-appointed Interior Undersecretary, Martin Di\u00f1o, on Thursday justified his directive to all <em>barangay<\/em> (village) officials asking them to submit a list of suspected drug pushers and criminals in their respective areas.<\/p>\n<p>In an interview on Unang Balita, Di\u00f1o stressed that the list will go through a strict verification process amid misgivings from human rights advocates.<\/p>\n<p><em>&#8220;Hindi lamang pagbabasehan natin ang<\/em> report <em>ng barangay. Meron din tayong mga<\/em> report <em>galing sa <\/em>NGO [nongovernment organization], <em>meron tayong<\/em> report <em>galing sa ating simbahan, meron tayong <\/em>report <em>kaya iko-<\/em>compare <em>natin sa<\/em> DILG [Department of the Interior and Local Government] (We will not only base our reports to the village. We also have reports coming from NGO, we have reports from our church, we have reports that\u2019s why we will compare it with DILG),&#8221; the DILG undersecretary said.<\/p>\n<p><em>&#8220;Ang maganda dito alam natin na ako bilang naging<\/em> <em>barangay<\/em> captain, <em>nasabi ko nga barangay<\/em> captain <em>ang pinakatsismosong tao sa Pilipinas dahil kung hindi mo alam ang nangyayari sa barangay mo, eh wala kang kwentang barangay<\/em> captain (What\u2019s good in here is that we know that I, as a former village captain, like what I\u2019ve said, the village captain is the most gossipmonger in the Philippines because if you don\u2019t know what\u2019s happening in your village, then you\u2019re a worthless village captain),&#8221; he added.<\/p>\n<p>Lawyer Gilbert Andres, member of the Center for International Law (CenterLaw), decried the \u201cunconstitutionality\u201d of Di\u00f1o\u2019s directive to barangay officials, saying that this list could serve as a basis for arresting or killing those placed on it.<\/p>\n<p><em>\u201cIto yung nakakabagabag, kasi &#8216;yung<\/em> presumption of innocence <em>ay malamang nalalabag ng listahang ito <\/em>(This is alarming, because the presumption of innocence is likely to be violated by this list)<em>,\u201d<\/em> Andres said in an interview on Balitanghali.<\/p>\n<p>Di\u00f1o, however, made sure that there will be no cases of mistaken identity on the list of drug personalities as there will be checks and balances.<\/p>\n<p>He also shared that during his time as a former barangay captain in Quezon City, he had also included his brother and other relatives on the watchlist.<\/p>\n<p><em>\u201cKasi kung talagang gusto mo na maayos ang iyong barangay eh wala kang sisino-hin. Kita mo, ako<\/em> <em>napagbago ko ang aking kapatid at ngayon kagawad. Ibig sabihin may pag-asa na i-<\/em>rehab <em>natin <\/em>(Because if you really want your village to be better, you wouldn\u2019t spare anyone. You see, I was able to change my brother who is now a village councilor. This means that there\u2019s a hope if we rehabilitate)<em>,\u201d<\/em> Di\u00f1o said.<\/p>\n<p><em>&#8220;Kaya&#8217;t ako naniniwala din ako na &#8216;yung isang milyon na<\/em> surrenderee, <em>kung walang mapaglagyan ang <\/em>national government, <em>pwede naming gawin sa barangay &#8216;yan. Meron tayong<\/em> rehabilitation <em>na gagawin mismo sa barangay <\/em>(That\u2019s why I believe that these one-million surrenderees, if the national government doesn\u2019t have a place for them, we can do it in the village.
