{"id":143387,"date":"2018-01-03T00:29:55","date_gmt":"2018-01-03T05:29:55","guid":{"rendered":"https:\/\/canadianinquirer.net\/v1\/?p=143387"},"modified":"2018-01-03T00:29:55","modified_gmt":"2018-01-03T05:29:55","slug":"a-busy-final-quarter-of-2017-for-canadas-provincial-nominee-programs","status":"publish","type":"post","link":"https:\/\/canadianinquirer.net\/v1\/2018\/01\/03\/a-busy-final-quarter-of-2017-for-canadas-provincial-nominee-programs\/","title":{"rendered":"A busy final quarter of 2017 for Canada\u2019s Provincial Nominee Programs"},"content":{"rendered":"<p>Ontario, B.C. and Manitoba led the way, issuing invitations late into the year<\/p>\n<figure id=\"attachment_143389\" aria-describedby=\"caption-attachment-143389\" style=\"width: 300px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2018\/01\/Optimized-Nova-Scotia-300x191.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-143389\" src=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2018\/01\/Optimized-Nova-Scotia-300x191.jpg\" alt=\"Photo: CIC News\" width=\"300\" height=\"191\" \/><\/a><figcaption id=\"caption-attachment-143389\" class=\"wp-caption-text\">Photo: CIC News<\/figcaption><\/figure>\n<p>Canada\u2019s Provincial Nominee Programs continued to prove over the past few weeks why they are becoming an increasingly popular pathway to Canadian permanent residence.<\/p>\n<p>These programs,\u00a0which allow provinces and territories to nominate individuals for Canadian permanent residence based on labour market needs,\u00a0have been especially active in\u00a0<a href=\"https:\/\/www.canadavisa.com\/ontario-provincial-nominee-program.html\" target=\"_blank\" rel=\"noopener\">Ontario<\/a>,\u00a0<a href=\"https:\/\/www.canadavisa.com\/british-columbia-provincial-nominee-program.html\" target=\"_blank\" rel=\"noopener\">British Columbia<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.canadavisa.com\/manitoba-provincial-nominee-program.html\" target=\"_blank\" rel=\"noopener\">Manitoba<\/a>\u00a0since CIC News last provided an update in mid-October.<\/p>\n<p><b>Ontario<\/b><\/p>\n<p>Ontario\u2019s Express Entry-aligned\u00a0<a href=\"https:\/\/www.canadavisa.com\/ontario-express-entry-human-capital-priorities-stream.html\" target=\"_blank\" rel=\"noopener\">Human Capital Priorities Stream<\/a>\u00a0once again opened and issued new Notifications of Interest in early November. This immigration stream allows the\u00a0<a href=\"https:\/\/www.canadavisa.com\/ontario-provincial-nominee-program.html\" target=\"_blank\" rel=\"noopener\">Ontario Immigrant Nominee Program<\/a>\u00a0(OINP) to select candidates from the federal Express Entry pool with the professional skills and ability to integrate into the province\u2019s labour market and communities.<\/p>\n<p>Candidates identified through this stream are issued a Notification of Interest that invites them to apply for provincial nomination by Ontario. Express Entry candidates with a provincial nomination receive an additional 600 points towards their Comprehensive Ranking System score.<\/p>\n<p>After announcing on November 22 that it had reached its nomination allocation limit for 2017, the OINP\u00a0<a href=\"https:\/\/www.cicnews.com\/2017\/12\/ontario-announces-additional-nominations-for-2017-129964.html\" target=\"_blank\" rel=\"noopener\">issued an update on December 18<\/a>\u00a0announcing that it had received an additional allocation from the Government of Canada and would continue processing applications and issuing nominations until this additional quota was met.<\/p>\n<p>In late December, the OINP also\u00a0<a href=\"https:\/\/www.cicnews.com\/2017\/12\/new-report-shows-software-engineers-and-designers-leading-ontario-nominees-129970.html\" target=\"_blank\" rel=\"noopener\">issued a progress report<\/a>\u00a0that provided a number of interesting details about the program, not least of all the fact that\u00a0the majority of 2017 nominees are employed in Information and Communications Technologies (ICT) occupations.\u00a0Software engineers and designers led the OINP\u2019s top five nominee occupation categories, followed by computer programmers and interactive media developers.<\/p>\n<p>In the same report, the OINP showed 1,835 nominees in 2017 hailing from India, with China a close second at 1,608 nominees.<\/p>\n<p class=\"top-btn\"><a href=\"https:\/\/www.canadavisa.com\/assess\/canada-immigration-assessment-form.htm?site=cic&amp;cat=artop#skw=1\">Find out if you are eligible for Canadian Immigration by filling out our FREE online assessment form<\/a><\/p>\n<p><b>British Columbia<\/b><\/p>\n<p><a href=\"https:\/\/www.canadavisa.com\/british-columbia-provincial-nominee-program.html\" target=\"_blank\" rel=\"noopener\">British Columbia\u2019s Provincial Nominee Program<\/a>, the BC PNP, also had a busy final quarter of 2017. The program issued 1,738 invitations to apply for provincial nomination to candidates from a number of categories in the\u00a0<a href=\"https:\/\/www.canadavisa.com\/british-columbia-provincial-nominee-program.html#SkillsImmigration\" target=\"_blank\" rel=\"noopener\">Skilled Immigration and Express Entry<\/a>\u00a0streams over five draws held between October 11 and December 13. This number included invitations to apply issued under the\u00a0<a href=\"https:\/\/www.canadavisa.com\/bc-pnp-tech-pilot.html\" target=\"_blank\" rel=\"noopener\">BC PNP\u2019s Tech Pilot<\/a>, which supports efforts by the province\u2019s technology sector to attract and retain skilled talent.<\/p>\n<p>The minimum scores required for an invitation to apply remained relatively stable over the course of the quarter. The only variation was a slight jump in the minimum under the Express Entry BC Skilled Worker category, which rose from 73 to 80 in the December 6 draw.<\/p>\n<p>The BC PNP also issued 23 invitations to apply through its\u00a0<a href=\"https:\/\/www.canadavisa.com\/british-columbia-provincial-nominee-program.html#EntrepreneurImmigration\" target=\"_blank\" rel=\"noopener\">Entrepreneur Immigration Stream<\/a>\u00a0in draws that took place November 1 and November 29.<\/p>\n<p><b>Manitoba<\/b><\/p>\n<p>The big news out of Manitoba in the last quarter of 2017 was the\u00a0<a href=\"https:\/\/www.cicnews.com\/2017\/11\/manitoba-restructures-provincial-nominee-program-119864.html\" target=\"_blank\" rel=\"noopener\">November 15 announcement<\/a>\u00a0of its restructured Provincial Nomination Program, the MPNP.<\/p>\n<p>The big changes included\u00a0the creation of an in-demand occupations list and a new pathway aligned with Canada\u2019s\u00a0<a href=\"https:\/\/www.canadavisa.com\/express-entry-candidates.html\" target=\"_blank\" rel=\"noopener\">Express Entry system<\/a>. Manitoba also restructured three existing immigration streams \u2014<a href=\"https:\/\/www.canadavisa.com\/manitoba-business-immigration-stream.html\">MPNP-B business immigration stream<\/a>,<a href=\"https:\/\/www.canadavisa.com\/manitoba-skilled-worker-immigration-stream.html#SkilledWorkerinManitobaCategory\">\u00a0Skilled Worker in Manitoba Stream<\/a>\u00a0and<a href=\"https:\/\/www.canadavisa.com\/manitoba-skilled-worker-immigration-stream.html#SkilledWorkerOverseasCategory\">\u00a0Skilled Worker Overseas Stream<\/a>\u00a0\u2014 and introduced a new\u00a0<a href=\"https:\/\/www.canadavisa.com\/manitoba-international-education-stream.html\" target=\"_blank\" rel=\"noopener\">International Education Stream<\/a>.<\/p>\n<p>The MPNP remained active through the last quarter of 2017, with three draws on October 31, November 23, December 13 and December 29. The draws saw a combined 943 Letters of Advice to Apply issued to candidates in the Skilled Worker in Manitoba stream and another 156 issued to candidates in the Skilled Workers Overseas categories.<\/p>\n<p><b>Saskatchewan<\/b><\/p>\n<p>Saskatchewan topped off a busy 2017 with two draws in the final quarter of the year, one from its\u00a0<a href=\"https:\/\/www.canadavisa.com\/sinp-international-skilled-worker-category.html#InternationalSkilledWorker-SaskatchewanExpressEntry\" target=\"_blank\" rel=\"noopener\">International Skilled Worker \u2014 Express Entry sub-category<\/a>\u00a0and another from its Entrepreneur stream.<\/p>\n<p>The International Skilled Worker \u2014 Express Entry draw took place October 26 and accepted up to 1,000 new applications for provincial nomination. The intake was the sub-category\u2019s largest to date and surpassed the 600 applications that were accepted in each of its two previous openings in 2017.<\/p>\n<p>The International Skilled Worker \u2014 Express Entry sub-category is for skilled workers with experience in one of Saskatchewan\u2019s in-demand occupations who are already in the federal Express Entry pool.<\/p>\n<p>The Saskatchewan\u00a0<a href=\"https:\/\/www.canadavisa.com\/sinp-entrepreneur-sub-category.html\" target=\"_blank\" rel=\"noopener\">Entrepreneur Stream<\/a>\u00a0held its largest ever draw a few days later, on October 31. This draw saw 285 international entrepreneurs invited to apply for provincial nomination.<\/p>\n<p><b>Nova Scotia<\/b><\/p>\n<p>Nova Scotia reopened Category B of its\u00a0<a href=\"https:\/\/www.canadavisa.com\/nova-scotia-provincial-nominee-program.html#NovaScotiaDemand:ExpressEntry\" target=\"_blank\" rel=\"noopener\">Nova Scotia Demand: Express Entry stream<\/a>\u00a0December 9 to a maximum of 225 applications.<\/p>\n<p>Category B: Paid Work Experience in an Opportunity Occupation requires at least one year of continuous full-time (or 1,560 hours or more) or an equal amount in part-time paid work experience in the last six years in a so-called<a href=\"https:\/\/www.canadavisa.com\/nova-scotia-demand-express-entry.html#OpportunityOccupations\" target=\"_blank\" rel=\"noopener\">opportunity occupations,<\/a>\u00a0which are defined as professions for which there may be employment opportunities in Nova Scotia.<\/p>\n<p>As with previous openings in 2017, Category B, which operates on a first-come, first-served basis, reached its intake limit quickly.<\/p>\n<p>Category A: Arranged Employment in Nova Scotia remains open. Applicants to this category must have an arranged job offer supported by a positive\u00a0<a href=\"https:\/\/www.canadavisa.com\/labour-market-impact-assessments.html\" target=\"_blank\" rel=\"alternate noopener\">Labour Market Impact Assessment<\/a>\u00a0from a Nova Scotia employer. The job offer must be in\u00a0a\u00a0<a href=\"https:\/\/www.canadavisa.com\/occupation-skill-level-classifier.html\" target=\"_blank\" rel=\"noopener\">National Occupational Classification (NOC)<\/a>\u00a0skill level O, A, or B occupation.<\/p>\n<p><b>Alberta<\/b><\/p>\n<p>The Alberta Immigrant Nominee Program (AINP) announced in October that it would launch two new provincial nomination streams in the new year \u2014<a href=\"https:\/\/www.canadavisa.com\/alberta-opportunity-stream.html\" target=\"_blank\" rel=\"noopener\">\u00a0the Alberta Opportunity Stream<\/a>\u00a0and the<a href=\"https:\/\/www.cicnews.com\/2017\/10\/alberta-to-launch-express-entry-immigration-stream-109719.html\">\u00a0Alberta Express Entry Stream<\/a>.<\/p>\n<p>The Alberta Opportunity Stream will combine the current<a href=\"https:\/\/www.canadavisa.com\/alberta-employer-driven-stream.html\">\u00a0Employer-Driven Stream<\/a>\u00a0and<a href=\"https:\/\/www.canadavisa.com\/alberta-strategic-recruitment-stream.html\">\u00a0Strategic Recruitment Stream<\/a>\u00a0and 11 sub-categories and consolidate them under<a href=\"https:\/\/www.canadavisa.com\/alberta-opportunity-stream.html\">\u00a0one set of eligibility criteria<\/a>.<\/p>\n<p>The Alberta Express Entry Stream will allow the AINP to nominate \u00a0a limited number of candidates in the federal government\u2019s Express Entry pool, which includes candidates from the federal government\u2019s three economic immigration classes \u2014 the<a href=\"https:\/\/www.canadavisa.com\/canadian-skilled-worker-immigration.html\">\u00a0Federal Skilled Worker Class (FSWC)<\/a>, the<a href=\"https:\/\/www.canadavisa.com\/canada-federal-skilled-trades-program-fstc.html\">\u00a0Federal Skilled Trades Class (FSTC)<\/a>, and the<a href=\"https:\/\/www.canadavisa.com\/canadian-experience-class.html\">\u00a0Canadian Experience Class (CEC)<\/a>.<\/p>\n<p><b>A glance at 2018<\/b><\/p>\n<p>The new year promises to be an even busier one for Canada\u2019s PNPs. Under the federal government\u2019s Multi-Year Immigration Plan, 2018 should see a slight increase in PNP allocations.
