Eduardo A\u00f1o said.<\/p>\n<p>He also stressed the need of the country to carry out a \u201cvery strict internal security act\u201d because if not, problems with terrorism won\u2019t be addressed effectively.<\/p>\n<p>As for PNP Chief Ronald \u201cBato\u201d dela Rosa, the vast democratic space encourages lack of discipline among citizens, citing that the nonexistence of the national ID system makes it easier for terrorist to operate.<\/p>\n<p>According to Dela Rosa, \u201cThis is a very crucial mission to address terrorism but has not been passed by the legislature.
