I question his intention behind his fixation with one specific company for the combat management system of the frigate acquisition project.\u201d<\/p>\n<p>\u201c<em>Ngayon si <\/em>(Now) Admiral Mercado want(s) to bring in another company, another system <em>na hindi naman kasama sa kontrata <\/em>(that is not included in the contract). So for quite some time, <em>nagbabalikan dito \u2018yung mga<\/em> directive (directives have been returning here),\u201d he elaborated.<\/p>\n<p>The DND Secretary further said that the two directives his office issued were \u201cdisregarded\u201d by Mercado, as the PN Chief then \u201ccontinued to insist on his system.\u201d<\/p>\n<p>\u201cSo to me, that is tantamount to insubordination. So his constant call\u2026 he was around forum shopping and he talks about rescinding the contract <em>kung hindi matutuloy \u2018yung pinapasok niyang kumpanya <\/em>(if the company he has been recommending is not included),\u201d Lorenzana said.<\/p>\n<p>He, however, clarified if not for the acquisition team expressing alarm over the four-month-delayed-project, he would not have relieved Mercado from the position yet.<\/p>\n<p>\u201cIn fact, they were the ones who really recommended to me <em>na i<\/em>-relieve (to relieve) <em>si<\/em> Admiral Mercado, but I said, <em>\u2018Huwag muna, pag-uusapan muna <\/em>(Not yet, it will be discussed first)<em>,\u2019 <\/em>but he continued to insist and continued to talk, putting the department in a bad light,\u201d Lorenzana explained.<\/p>\n<p>Yesterday, PN Spokesperson Capt. Lued Lincuna said in a press statement, \u201cThe Philippine Navy as a professional organization always follows a lawful order from the chain of command.
