(Photo from Villar's Facebook page)\" width=\"720\" height=\"455\" srcset=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2015\/09\/11817243_1155622484453728_4983197215222130912_n.jpg 720w, https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2015\/09\/11817243_1155622484453728_4983197215222130912_n-300x190.jpg 300w\" sizes=\"auto, (max-width: 720px) 100vw, 720px\" \/><\/a><figcaption id=\"caption-attachment-62110\" class=\"wp-caption-text\">Villar, however, believed he too would be able to justify why they needed the amount Lacson proposed to cut. <a href=\"https:\/\/www.facebook.com\/CongMarkVillar\">(Photo from Villar&#8217;s Facebook page)<\/a><\/figcaption><\/figure>\n<p><strong>MANILA\u2014<\/strong>\u00a0Department of Public Works and Highways (DPWH) Secretary Mark Villar on Monday said he was going to clarify the right-of-way (ROW) issue involving road projects that Senator Panfilo Lacson wanted to be resolved.<\/p>\n<p>In an interview with reporters in the Senate, Villar said he hoped he would get the chance to speak to Lacson to explain why his agency\u2019s budget should be retained.<\/p>\n<p>It may be recalled that Lacson, vice chair of the Senate Committee on Finance, proposed a PHP50-billion cut in the Senate version of the DPWH budget due to ROW issues.<\/p>\n<p>Several lawmakers in both chambers of Congress opposed slashing the budget but Lacson said he was ready to justify it.<\/p>\n<p>Villar, however, believed he too would be able to justify why they needed the amount Lacson proposed to cut.<\/p>\n<p>He said all projects under the DPWH budget had a ROW component and there is a process for the agency to acquire the ROW and civil works within one year.<\/p>\n<p>\u201cAll projects have a right of way component. You just have to acquire the right of way, when you acquire the right of way, civil works can push through,\u201d Villar said in an interview.<\/p>\n<p>Villar pointed out that he wanted to defend the projects that were \u201cimplementable.\u201d<\/p>\n<p>He said the budget cut would affect the projects critical to the Duterte administration\u2019s infrastructure program.<\/p>\n<p>Asked what he would do if the cut is not restored, Villar said it is not for him to decide on his agency\u2019s budget but merely recommend it.<\/p>\n<p>\u201cThe budget is not for me to decide. The budget is an act of Congress.
