MANILA<\/strong>\u00a0— The Bureau of Immigration (BI) prevented a Chinese businessman from leaving the country after he was placed on an immigration lookout bulletin order (ILBO) over his involvement in the PHP6.4-billion shabu shipment seized last May.<\/p>\n

\u201cAt about 3 a.m. today (Thursday), BI personnel in Clark intercepted Richard Tan @ Chen Ju Long, subject of ILBO, in connection with the 604 kilos of shabu,\u201d she said in a statement.<\/p>\n

An ILBO will not automatically prevent the subjects from leaving the country — unlike a hold departure order issued by trial courts — but it will require them to ask permission first from the Department of Justice before they can be allowed to leave the country.<\/p>\n
