{"id":134870,"date":"2017-11-29T02:38:01","date_gmt":"2017-11-29T07:38:01","guid":{"rendered":"https:\/\/canadianinquirer.net\/v1\/?p=134870"},"modified":"2017-11-29T02:38:01","modified_gmt":"2017-11-29T07:38:01","slug":"dotr-announces-4-point-strategy-to-improve-mrt-service","status":"publish","type":"post","link":"https:\/\/canadianinquirer.net\/v1\/2017\/11\/29\/dotr-announces-4-point-strategy-to-improve-mrt-service\/","title":{"rendered":"DOTr announces 4-point strategy to improve MRT service"},"content":{"rendered":"<figure id=\"attachment_91820\" aria-describedby=\"caption-attachment-91820\" style=\"width: 640px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2017\/03\/1533863_567762623312426_2085833082_n.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-91820\" src=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2017\/03\/1533863_567762623312426_2085833082_n.jpg\" alt=\"FILE: MRT 3 (Photo: MRT-3 Philippines\/Facebook)\" width=\"640\" height=\"360\" \/><\/a><figcaption id=\"caption-attachment-91820\" class=\"wp-caption-text\">FILE: MRT 3 (Photo: MRT-3 Philippines\/Facebook)<\/figcaption><\/figure>\n<p>The Department of Transportation (DOTr) on Wednesday has announced a four-point strategy of \u201ctaking bold and strategic steps\u201d to improve the services and to solve the problems troubling the Metro Rail Transit 3.<\/p>\n<p>\u201cA Four-Point Strategy is already being implemented, which involves: promoting accountability (termination of BURI); ensuring continued service delivery (establishment of the Maintenance Transition Team); contracting a qualified maintenance and rehabilitation service provider (Sumitomo-Mitsubishi Heavy); putting in place a long-term, single-point-of-responsibility, operator and maintenance provider for MRT-3 (O&amp;M Unsolicited Proposal),\u201d DOTr said in a statement.<\/p>\n<p><strong>Promoting Accountability<\/strong><\/p>\n<p>Among these steps was to \u2018promote accountability\u2019 by the termination of the contract with BURI on November 6 due to its failure\u00a0 to meet the performance indicators in the contract, to procure spare parts, to overhaul MRT-3\u2019s train cars, as only 2 out of 43 train cars have been overhauled by BURI.<\/p>\n<p>\u201cThese failures led to the many passenger unloading and train removal incidents during the 22 months that BURI was maintaining MRT-3\u2026BURI\u2019s termination is intended to promote accountability, and to ensure that taxpayers\u2019 money (P54 million a month for maintenance and P907 million for the overhaul) is not spent on a non-performing service provider,\u201d it added.<\/p>\n<p><strong>Continued Service Delivery<\/strong><\/p>\n<p>After the termination of the BURI contract, the DOTr has created a Maintenance Transition Team (MTT) that would maintain the system for 3-6 months while procuring a new and qualified maintenance service provider.<\/p>\n<p>The MTT has also hired 450 former BURI employees. Meanwhile, LRTA and PNR also shared \u201chighly qualified and experienced\u201d railway engineers to the MTT.<\/p>\n<p>\u201cThe condition of MRT-3\u2019s spare parts inventory at take over further demonstrated BURI\u2019s failure to purchase and maintain a sufficient level of spare parts. To address this, the DOTr created a special Bids and Award Committee (BAC), which, together with the MTT, is regularly convening to expeditiously procure the spare parts that BURI failed to purchase,\u201d DOTr said.<\/p>\n<p><strong>Maintenance and Rehabilitation Service Provider<\/strong><\/p>\n<p>The department is also discussing with Japan for the possible return of Sumitomo Corporation and its technical partner Mitsubishi Heavy Industries as maintenance service provider of the MRT-3.<\/p>\n<p>\u201cA G2G (Government to government) agreement is scheduled to be signed before year-end\u2026Sumitomo and Mitsubishi Heavy designed, built, and maintained the MRT-3 in its first 12 years of operations,\u201d DOTr said.<\/p>\n<p>\u201cThe maintenance and rehabilitation contract is intended to have a term of 3 years, and will include the rehabilitation and restoration of the system to its original performance standards,\u201d it added.<\/p>\n<p><strong>Long-Term, Single-Point-of-Responsibility, O&amp;M Provider<\/strong><\/p>\n<p>The DOTr also said that the problems of MRT resulted from short-term and fragmented maintenance contracts and from \u201cfinger-pointing\u201d due to having different entities maintaining and operating MRT-3.<\/p>\n<p>To address this, the department pursued an Unsolicited Proposal for the 30-year operation and maintenance (O&amp;M) of MRT-3<\/p>\n<p>The DOTr also said they are already coordinating with the LTFRB and MMDA to expand the P2p bus fleet that will complement the MRT-3.<\/p>\n<p>\u201cAlso, an independent safety audit by an ISO-certified and IFIA member certifier (International Federation of Inspection Agencies) will commence soon for the entire MRT-3 system, which is intended to give DOTr additional inputs on the interventions needed to rehabilitate and restore the system\u2019s reliability,\u201d DOTr said.<\/p>\n<p>\u201cWith the bump in ridership expected as we approach the holidays, the public can be assured that the DOTr is pursuing all avenues to restore the MRT-3\u2019s reliability and to continue ensuring the safety of its 500,000 daily riders,\u201d it said.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Department of Transportation (DOTr) on Wednesday has announced a four-point strategy of \u201ctaking bold and strategic steps\u201d to improve &hellip;<\/p>\n","protected":false},"author":33,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[1],"tags":[36004,20286,36002,36003,15953,36006,36005],"class_list":["post-134870","post","type-post","status-publish","format-standard","category-uncategorized","tag-buri","tag-department-of-transportation-dotr","tag-four-point-strategy","tag-maintenance-transition-team-mtt","tag-metro-rail-transit-3","tag-mitsubishi-heavy-industries","tag-sumitomo-corporation","mauthors-carlo-jacob-molina","mauthors-philippine-canadian-inquirer"],"_links":{"self":[{"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/posts\/134870","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/users\/33"}],"replies":[{"embeddable":true,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/comments?post=134870"}],"version-history":[{"count":0,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/posts\/134870\/revisions"}],"wp:attachment":[{"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/media?parent=134870"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/categories?post=134870"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/tags?post=134870"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
