International non-governmental organization Human Rights Watch (HRW) lambasted President Rodrigo Duterte\u2019s recent announcement that he would soon return the power of the Philippine National Police\u2019s (PNP) over the government\u2019s fight contra illegal drugs.<\/p>\n
