{"id":119703,"date":"2017-09-26T23:15:08","date_gmt":"2017-09-27T03:15:08","guid":{"rendered":"https:\/\/canadianinquirer.net\/v1\/?p=119703"},"modified":"2017-09-26T23:15:08","modified_gmt":"2017-09-27T03:15:08","slug":"uber-to-cease-quebec-operations-in-mid-october-if-province-doesnt-rescind-new-rules","status":"publish","type":"post","link":"https:\/\/canadianinquirer.net\/v1\/2017\/09\/26\/uber-to-cease-quebec-operations-in-mid-october-if-province-doesnt-rescind-new-rules\/","title":{"rendered":"Uber to cease Quebec operations in mid October if province doesn&#8217;t rescind new rules"},"content":{"rendered":"<figure id=\"attachment_111185\" aria-describedby=\"caption-attachment-111185\" style=\"width: 400px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2017\/08\/2F8DZeeB_400x400.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-111185\" src=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2017\/08\/2F8DZeeB_400x400.jpg\" alt=\"FILE: Uber (Photo: Uber\/Twitter)\" width=\"400\" height=\"400\" srcset=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2017\/08\/2F8DZeeB_400x400.jpg 400w, https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2017\/08\/2F8DZeeB_400x400-150x150.jpg 150w, https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2017\/08\/2F8DZeeB_400x400-300x300.jpg 300w\" sizes=\"auto, (max-width: 400px) 100vw, 400px\" \/><\/a><figcaption id=\"caption-attachment-111185\" class=\"wp-caption-text\">FILE: Uber (Photo: Uber\/Twitter)<\/figcaption><\/figure>\n<p>MONTREAL \u2014 The Quebec government is trying to impose a rigid and outdated taxi model on Uber&#8217;s flexible way of doing business and if nothing changes, the ride-hailing company will disappear from the province&#8217;s roads by mid-October, the company warned Tuesday.<\/p>\n<p>The province already had the most \u201csevere\u201d rules regulating the company in Canada, Uber&#8217;s Quebec general manager Jean-Nicolas Guillemette said.<\/p>\n<p>Forcing all Uber drivers to undergo a mandatory 35 hours of training, as Transport Minister Laurent Lessard announced last week, will make it impossible for the company to continue its operations in Quebec beyond Oct. 14, Guillemette added.<\/p>\n<p>Quebec responded dismissively to Guillemette&#8217;s announcement.<\/p>\n<p>\u201cI am very surprised that a big company, a big multinational like Uber, can&#8217;t find a way to use its application to train its drivers,\u201d Lessard told a news conference in Quebec City.<\/p>\n<p>\u201cI am firm in my intention,\u201d Lessard said. \u201cWe are not in negotiation mode. They should look to see how they can meet our standard.\u201d<\/p>\n<p>Quebec&#8217;s decision is the latest public rebuke against the San Francisco-based company, which has faced a series of scandals over the past year involving its corporate culture and respect for local laws.<\/p>\n<p>Guillemette told a Montreal news conference the majority of Uber drivers are part-time and often test out the service for a few hours to see if it works for them.<\/p>\n<p>Forcing drivers to be trained for 35 hours before they can try the Uber platform destroys the firm&#8217;s business model, he said.<\/p>\n<p>\u201cThis is the beauty of the Uber platform \u2014 it&#8217;s the flexibility that the driver-partners have to come and go and decide when they want to drive,\u201d Guillemette said.<\/p>\n<p>Last year, Quebec signed an agreement with Uber on a one-year pilot project allowing the company to operate in the province \u2014 despite heavy opposition from the traditional taxi industry.<\/p>\n<p>The agreement allowed for a one-year extension; after that, the legislature would have to adopt a new law to permit the company to continue operating.<\/p>\n<p>Taxi drivers have been incensed with Uber ever since its entry into the market because, for decades, the government had limited the number of taxi permits in each city in the province.<\/p>\n<p>The cost of each permit soared to six figures, forcing owners to take out mortgages to purchase them.<\/p>\n<p>Uber bypassed that regulation and started offering people rides without obtaining a costly permit. Due to lower overhead, they were able to undercut the traditional taxi industry and cabbies argue the value of their permits have diminished significantly as a result.<\/p>\n<p>Wilson Jean Paul, spokesman for the main union representing taxi drivers and those who own taxi operating permits, said Uber has done nothing but \u201cblackmail\u201d the province since it started operating.<\/p>\n<p>\u201cThey don&#8217;t want to respect the rules anywhere they operate,\u201d he said. \u201cWe ask the government to have a backbone and not to fold.\u201d<\/p>\n<p>Paul cited the city of London, England, as an example of another jurisdiction tired of the company&#8217;s corporate behaviour.<\/p>\n<p>Last week, London said it would not be renewing Uber&#8217;s operating license that expires on Sept. 30, because it was not \u201cfit and proper\u201d to continue doing business in that city.<\/p>\n<p>It cited instances in which Uber failed to report serious criminal offences as well as allegedly deceiving regulators. Uber said it will appeal, during which time it can continue operating.<\/p>\n<p>Last week, Lessard said the government would be renewing the agreement for the year, but told Uber it had to abide by mandatory training and background checks conducted by the police as opposed to a private company.<\/p>\n<p>Uber wasn&#8217;t opposed to the background check changes, but Guillemette said the training requirement was not possible.<\/p>\n<p>Guillemette said he hopes to come to an agreement with the government or Uber will leave Quebec by Oct. 14.<\/p>\n<p>The number of hours worked by an estimated 10,000 Uber drivers in Quebec last year were equivalent to 3,000 full-time jobs in the province, he added.<\/p>\n<p>John-Kurt Pliniussen, professor at Queen&#8217;s University Smith School of Business, said if Quebecers want to keep Uber they&#8217;ll need to put more pressure on politicians.<\/p>\n<p>\u201cIn London, England, when they announced Uber would be leaving over 200,000 Uber riders signed a petition,\u201d said Pliniussen, who conducts research on artificial intelligence and the auto industry.<\/p>\n<p>\u201cMaybe the citizen lobby (in Quebec) isn&#8217;t strong enough.\u201d<\/p>\n<p>He said Quebec&#8217;s stance on Uber demonstrates the province has high standards \u2014 but he warned in 24 months, the game will change completely.<\/p>\n<p>\u201cTwenty-four months and we&#8217;ll have self-driving cars,\u201d Pliniussen said. \u201cUber or its competitor will call up the cars, no one will be in them. We&#8217;ll get in and it&#8217;ll take us to work.<\/p>\n<p>\u201cTaxi drivers will be out of work, truck drivers will be out of work.
