MANILA<\/strong>\u2014 Senator Richard Gordon on Monday formally filed his complaint against Senator Antonio Trillanes IV before the Senate Ethics Committee.<\/p>\n

The complaint, which was filed at around 7:40 p.m., stemmed from a heated argument between the two senators during the August 31st Senate Blue Ribbon Committee hearing on the PHP6.4 billion worth of shabu shipment.<\/p>\n

Gordon and Trillanes traded barbs over inviting presidential son and Davao City vice mayor Paolo Duterte and his brother-in-law, lawyer Manases Carpio.<\/p>\n

Trillanes insisted that Duterte and Carpio should be invited to clear their names and confirm or deny the earlier testimony of Customs broker and fixer Mark Taguba that the two had been involved in the illegal shipment.<\/p>\n

Gordon replied with a \u201cYou may do so\u201d but later described Trillanes\u2019 basis to invite them as turning the Senate into \u201ca cockpit of chismis (rumors).\u201d<\/p>\n

He then threatened to file an ethics complaint against Trillanes for being \u201cout of order\u201d and calling his committee a \u201ccommittee de abswelto\u201d (committee of acquittal).<\/p>\n

In his 23-page complaint, Gordon cited five reasons.\u2029\u2029 First, Gordon claimed Trillanes \u201cengaged in unparliamentary acts and uttered unparliamentary language and exhibited disorderly behavior in violation of law and rules of the Senate relating to ethics, conduct and\/or demeanor during the 31 August 2017 hearing of the Blue Ribbon committee.\u201d<\/p>\n

Second, he pointed out that Trillanes \u201cbrazenly and maliciously\u201d denounced Senator Vicente Sotto III and himself for allegedly trying to serve as \u201cabogado\u201d (lawyer) for Duterte and Carpio.<\/p>\n

Third, Gordon claimed that Trillanes \u201clies unfairly and maliciously\u201d accusing Sotto and him of \u201cbias and partiality\u201d by calling Duterte and Carpio \u201csacred cows\u201d for not being invited.<\/p>\n

Fourth, he said that Trillanes called his entire committee as having \u201cbias and partiality\u201d particularly when he said that Gordon was doing \u201ca one-man show\u201d or a \u201cmonologue for several hours.\u201d<\/p>\n

Gordon said Trillanes also \u201carbitrarily and capriciously\u201d used language offensive against Sotto and himself by saying that they were badgering the witness, Taguba, when he was the one doing so.<\/p>\n

Finally, he said Trillanes \u201copenly, publicly and malicious uttered insulting words and statements\u201d against him threatening to expose irregularities involving the Philippine Red Cross, a humanitarian organization where Gordon sits as chairman and chief executive officer.<\/p>\n

Meanwhile, Gordon mentioned other instances where Trillanes was unbecoming such as the time he described the Senate as \u201cone of the most damaged institutions in the government.\u201d<\/p>\n

Gordon also cited the time Trillanes removed self-confessed hitman Edgar Matobato from the Senate premises without the knowledge of the Senate Justice Committee last October 3, 2016; the time he insulted former Senator now Foreign Affairs Secretary Alan Peter Cayetano by turning off his microphone while he was speaking in a previous hearing last September 15, 2016; a near fistfight he had with Senator Juan Miguel Zubiri after he accused Zubiri and Gordon oft attempting to whitewash the investigation on Bureau of Immigration officials on January 17, 2017; and Trillanes\u2019 involvement in two coups d\u2019etat in July 27, 2003 at the Oakwood Premier in Makati City and\u2029on November 29, 2007, at the Manila Peninsula Hotel, among other reasons.<\/p>\n

Gordon, meanwhile, asked the Senate Ethics committee to \u201cpenalize\u201d Trillanes accordingly.<\/p>\n

\u201cI most respectfully restate my request that this Committee conduct an investigation on the unparliamentary conduct and disorderly behavior or Sen. Antonio F. Trillanes IV to the end that he be penalized accordingly,\u201d he said in his complaint.<\/p>\n

Trillanes, for his part, said he was ready to face the ethics complaint describing it \u201cpremature\u201d for Gordon to say that 10 to 14 senators supported his complaint.<\/p>\n
