Mikey Arroyo,\u00a0the son of former President Gloria Macapagal-Arroyo and at least 33 others received\u00a0hefty kickbacks after serving as agents and brokers of Janet Lim-Napoles inside the\u00a0House of Representatives.<\/p>\n<p>Aside from Arroyo, former Samar representative and Associate Justice of the Supreme\u00a0Court Eduardo Nachura was also tagged in Luy\u2019s records for allegedly receiving pork\u00a0commissions through Catherine \u201cMaya\u201d Santos, who worked with Napoles.<\/p>\n<p>Most lawmakers involved in Luy\u2019s records allegedly received up to 40 percent\u00a0commission from their PDAF allocations while other kickbacks were given in kind, like\u00a0sports utility vehicles and monthly amortizations all paid by Napoles.<\/p>\n<p>All the money was allegedly coming from what they regard as \u201cdepositories of the\u00a0lawmakers\u2019 pork barrel\u201d which were in the form of several bank accounts of Napoles\u2019\u00a0fake nongovernment organizations (NGO).<\/p>\n<p>A total close to P4 billion worth of PDAF-funded projects were given through various\u00a0implementing agencies from 2002. All of which allegedly ended up in the bank accounts\u00a0of Napoles\u2019 companies and NGOs.<\/p>\n<p>Luy\u2019s records also showed that most of the lawmakers receive their kickbacks through\u00a0bank transfers while others were given through their senior staff or close aides who\u00a0were also recipients of commissions.<\/p>\n<p>Still some lawmakers received their commissions in session halls, in their offices while\u00a0others meet in caf\u00e9s such as UCC, Shakey\u2019s, restaurants in Greenhills, World Trade\u00a0Center and hotels in Edsa or Makati Shangri-la.<\/p>\n<p>Also involved in the list were current Energy Regulatory Commission Chair Zenaida\u00a0Ducut, who was Pampanga\u2019s second-district representative in 2001-2004 and served\u00a0as the top agent of Napoles in Congress for 25 lawmakers, Quezon City Rep. Maite\u00a0Defensor and Mikey Arroyo also acted as agents for their colleagues and received\u00a0commissions and Napoles lawyer Alfredo Villamor.<\/p>\n<p>Meanwhile, several government agencies were also involved in Luy\u2019s records including\u00a0\u00a0departments of agriculture, transportation and communications, interior and local\u00a0governments, health, public works and highways, education and agrarian reform and\u00a0allocations for the Commission on Appointments.<\/p>\n<p>Some Government corporations like the Technology Resource Center, National\u00a0Livelihood Development Center, National Agribusiness Corp. and National Agricultural\u00a0and Fishery Council were also reported to have channeled the PDAF funds to the\u00a0Napoles NGOs.<\/p>\n<p>Luy\u2019s records were duly signed and were submitted to the Office of the Ombudsman for\u00a0the investigation and verification.<\/p>\n<p>A copy of the records was acquired by the Philippine Daily Inquirer who made the first\u00a0similar report on the contents of his records.<\/p>\n<p><em>With reports from Nancy Carvajal<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>MANILA &#8212; Several accounting records of Benjur Luy revealed that Pampanga Rep.
