(Screenshot from PCOO video of Philippine Development Forum: Sulong Pilipinas 2017)<\/figcaption><\/figure>\n<p>During the Volunteers Against Crime and Corruption (VACC) 19<sup>th<\/sup> founding anniversary on August 16, the President warned mayors to solve drug trades in their respective cities or just \u2018take a vacation.\u2019<\/p>\n<p>President Rodrigo Roa Duterte reiterated that as persons of power, with authority over the police, the mayors should be able to control the drugs in their cities.<\/p>\n<p>On July 4, weeks after the President\u2019s declaration of Martial Law in Mindanao, the National Police Commission (NAPOLCOM) stripped the police powers of seven governors and 132 mayors in Mindanao who allegedly involved themselves in acts against the government\u2019s peace and order campaign, abused their position, conspired with criminals, or had frequent unauthorized absences.<\/p>\n<p>\u201c<em>Sabi ko sa mga<\/em> mayors<em>, wala na silang<\/em> police power <em>ngayon, isauli ko lang \u2018yan kung matapos na ang giyera, at sabihin ng pulis pati military<\/em>, \u2018Mayor, <em>okay na<\/em>\u2019 (I told the mayors that I will only return their police powers if the war is over and if the police and military say that everything is okay),\u201d Duterte narrated.<\/p>\n<p>However, in the event that he returns their police powers and nothing changed, the President had something else to say. \u201cIf you cannot control drugs in your city, <em>tanggalin kita <\/em>(I will eliminate you). I might just outright suspend you. That\u2019s my next move,\u201d he said<\/p>\n<p>He added that failing to deal with the drug trade would signify that they are \u2018worthless.\u2019 \u201cI will not return the police power to you. <em>Wala akong pakialam sa inyo<\/em> (I do not care about you).\u201d<\/p>\n<p>Firm and not troubled, he told the local leaders to try and stop him even by asking the judges of the courts.<\/p>\n<p>\u201cSo <em>marami na namang korte, away \u2018yan<\/em>.<em> I<\/em>-TRO (Temporary Restraining Order) <em>na naman ako ng mga huwes. Sabihin ko sa huwes, \u2018Kaya mo? Kasi kung kaya mo, sige <\/em>(There will be a lot of court battles, judges will issue another TRO against me. I will tell them, \u2018Can you? Because if you can, go ahead,\u2019\u201d he dared.<\/p>\n<p>In the same speech, Duterte said that his \u2018narco-list\u2019 was updated as of August 8.
