Gierran identified the suspects as Edna Busaysay, Anthony Apon and Susana Villacuatro\u00a0who were arrested in an entrapment operation in the two reported laboratories located in Commonwealth, Quezon City.<\/p>\n<p>The case stemmed from the complaint filed before the NBI-STF by Philippine Dental Association (PDA) president Dr. Mark Villalobos(PDA).<\/p>\n<p>Accordingly, dental practices are limited only to those who have passed the necessary government licensure exam and are given authority to by the government.
