(Photo: <a href=\"https:\/\/www.facebook.com\/speakeralvarez\">Speaker Pantaleon Alvarez\/ Facebook<\/a>)<\/figcaption><\/figure>\n<p>MANILA\u2014 House Speaker Pantaleon Alvarez said Congress will no longer be convening for a joint session on President Rodrigo Duterte\u2019s declaration of martial law in Mindanao considering that Malaca\u00f1ang will submit its report in writing.<\/p>\n<p>&#8220;Malacanang will send their report to Congress in writing.
