(Photo: <a href=\"https:\/\/eeas.europa.eu\/delegations\/philippines_en\" target=\"_blank\">Delegation of the European Union to the Philippines<\/a>)<\/figcaption><\/figure>\n<p>MANILA, Philippines\u2014The European Union&#8217;s ambassador to the Philippines says grant money from his grouping is meant to promote development, not system change, in foreign countries.<\/p>\n<p>Ambassador Franz Jessen&#8217;s remarks Tuesday at a human rights forum in Manila appeared to be a reaction to the Philippines&#8217; decision last week not to accept new funds from the EU.
