DPWH blacklists 89 corrupt contractors

MANILA, Philippines— The Department of Public Works and Highways (DPWH) has banned around 89 contractors and seven agencies transacting business with the government due to their reported failure to meet contractual obligations, as well as dubious bidding procedures.

The DPWH’s Public Information and Assistance Division disclosed this on Tuesday, in order to serve as an admonition to other contractors in the country to “engage in transparent and competitive bidding of infrastructure projects”.

The errant contractors were also involved in business with the Department of Education, Department of Health, National Housing Authority, National Irrigation Authority, Philippine Ports Authority, National Power Corp., and the Metropolitan Waterworks and Sewerage System; aside from side from the DPWH.

Secretary Rogelio Singson, head of the Public Works and Highways, called on contractors to be honest in their transactions, and to “not shortchange the Filipino people by engaging in corrupt practices.”

Singson lamented that rigged bidding is still fairly common practice, and that an undetermined number of contractors received favour in biddings presided over by the department; as he cited that from “results of bidding conducted by central, regional and district engineering offices, we can conclude that some contractors were favored by some of these offices,” he said.

Santos Construction; F.M. Ico Construction; Far East Construction; Four Ace Technology Construction; Francis Lim Construction; General Research and Development Corp.; ISA Industries and Construction; JC Rex Construction; Jega Condev.
