BEYOND CHRISTMAS. Colorful lanterns bedeck the premises of the Bureau of Jail Management and Penology in Baguio City. The lanterns are made by the inmates, called Persons Deprived of Liberty (PDLs), as part of their reformation and livelihood program inside the prisons.
