Peace talks to resume only when rebels show ‘sincerity,’ says Bello

The “enabling environment” and “sincerity of the rebels” must first be present, as these are the factors that President Rodrigo Duterte wants to see before he reconsiders resuming peace negotiations with them, presidential adviser on peace process Silvestre Bello III said.

Bello was reacting to the recent call of 61 lawmakers, asking Duterte to resume and continue peace talks between the government and the National Democratic Front (NDF) of the Philippines.

The labor chief said this can only happen if the NDF initiates in creating an “enabling environment.”

“The President has made it clear that in the future, if there is the enabling environment when he can feel the sincerity of the other party to talk peace, then he might consider,” Bello said.

He further said that such request will only be recommended to Duterte if the so-called enabling conditions are there.

“We will only advise the President if there is already the enabling condition, but so far there is none,” Bello added.
