MANILA — Philippine National Police (PNP) Director General Ronald dela Rosa on Monday reiterated his call on members of the 185,000-strong national police to strive harder towards creating a trustworthy, skillful and effective law enforcement organization.
“I want to enjoin everybody’s full support and cooperation in raising the standards of good governance, attainment of breakthroughs and tireless pursuits of excellence and integrity,” Dela Rosa said in his speech during the conferment of Performance Governance System (PGS) Proficient Status to eight police regional offices.
The PGS proficient status certified that the units manifested “successful strategy execution, managed and facilitated by our (PNP) strategy partners, technical working groups, advisory councils and police strategy management units,” Dela Rosa explained.
The eight units which received the PGS Proficient Status were led by Police Regional Office (PRO) 12 under Chief Supt. Marcelo Morales whose unit scored the highest overall rating of 96.68. Conferred with the same status were PRO-4A, PRO-11, PRO-9, PRO-7, PRO-10, PRO-4B and the National Capital Region Police Office.
“This certification process is a validation of the efficient and effective implementation of PNP units’ roadmaps and scorecards and the strengthening of the knowledge and understanding all our personnel involved in the implementation, monitoring and evaluation of our transformation strategy,” Dela Rosa explained.
“Bilang hepe ng pambansang pulisya natutuwa ako na nagkakaisa tayo na nagsusumikap at naglilingkod ng tapat tungo sa adhikain natin na maging tunay na pagkatiwala, mahusay at epektibo ang ating organisasyon. Malayo na ang ating naabot,” he added.
Launched in 2013, the program covers all PNP units from the directorial staff, national support units, regional offices down to the city and municipal police stations.
To date, 56 PNP offices are now PGS-proficient. This aims to optimize use of financial and logistical resources to develop competent, motivated, values oriented and disciplined police personnel and develop a responsive and highly professional police organization.
